The short answer
A hotel management system, also called a property management system or PMS, is the software that runs a hotel, lodge or guesthouse from one place: bookings and the front desk, room status and housekeeping, the restaurant and bar till, guest bills, the night audit and the daily report. For most Ugandan properties the core is rooms and bookings plus a restaurant and bar POS with URA EFRIS receipts, because accommodation and food service businesses have had to issue EFRIS e-invoices or e-receipts since 1 July 2025 whether or not they are VAT registered, unless their annual turnover is below UGX 10 million.
Growth Informer Business, our live cloud POS and business platform, covers rooms, bookings, kitchen orders, tables, stock and expenses on a phone, with EFRIS as a setting you switch on when URA requires it and leave off until then. It is priced from UGX 1,000,000 a year for one business; ask on WhatsApp for a demo, and for a quote if you run more than one business. If you sell on Booking.com or Expedia, where commission is typically 15 to 25 percent, add a direct booking channel. If your way of working does not fit anything off the shelf, a custom hotel system costs .
A working day with a hotel management system
Here is a day at a 20-room lodge with a restaurant and bar once everything runs through one system. This is what you are buying, so hold any supplier to it.
6:30 am, handover. The night receptionist closes the shift. The screen shows today's arrivals, today's departures and which rooms are still occupied, so the morning team does not start from a handwritten book.
8:00 am, breakfast. Waiters take orders on a phone or tablet. Each order prints in the kitchen with the table number and the time, so nothing is shouted and every plate matches a bill.
10:00 am to noon, check-outs. Guests settle the room and last night's bar tab on one bill and pay by cash, MTN MoMo, Airtel Money or card. With EFRIS on, the receipt carries its Fiscal Document Number (FDN), verification code and QR code. A company guest gets an invoice with the company's TIN on it.
2:00 pm, housekeeping. Rooms move from dirty to clean to ready, so reception can sell an early check-in without walking upstairs to look.
7:00 pm, the rush. Restaurant tables and bar orders run at the same time. Voids and discounts need a manager's PIN and a reason, and bar stock drops bottle by bottle as each sale is made.
11:00 pm, closing. Each cashier's takings are counted against the system by payment method. The night's room charges are posted and the day is closed.
11:30 pm, the owner at home. On the phone: rooms sold tonight, restaurant and bar sales, cash against MoMo against card, expenses paid, and which drinks to reorder tomorrow.
That is the full picture. Not every property needs all of it on day one: a six-room guesthouse with no bar can run on far less, and we say where the line is further down.
The modules a hotel, lodge or guesthouse needs
These are the eight parts of a complete hotel management system. Tick the ones you need today and the ones you will need in two years.
1. Front desk and reservations
A calendar of every room for every night, bookings from phone calls, walk-ins, WhatsApp, your website and the OTAs, deposits taken, and check-in and check-out in a few taps. This is what most people mean by a hotel booking system or hotel reservation system. The test: can reception see in five seconds whether room 7 is free on Saturday?
2. Rooms and housekeeping
Room types, rates and a status for each room (occupied, dirty, clean, out of order), so housekeeping and reception work from the same list. A small property can manage this from the booking screen; a bigger one wants a housekeeping view on a phone.
3. Restaurant and bar POS (the hotel POS)
Kitchen order tickets, a running bill per table, bar sales that reduce stock bottle by bottle, and a manager's PIN on every void. The restaurant and bar make many small sales a day, which is where cash is easiest to lose without a till. Our guide to restaurant apps covers the staff side and the customer side.
4. Night audit and daily reports
At the end of each day the system closes the books: room nights posted, takings by cashier and payment method, occupancy and room revenue. The Uganda Hotel Owners Association says hotels pay about 25 different taxes, licences and fees a year, so clean daily numbers save a month-end scramble.
5. Guest folios and invoices
One running bill per guest or company that collects room nights, meals, drinks and laundry, then prints one invoice at check-out. When the sale is for business purposes, the EFRIS e-invoice or e-receipt should carry the buyer's TIN, Business Registration Number (BRN) or National Identification Number (NIN).
6. Channel manager
A channel manager links one room inventory and rate plan to Booking.com, Expedia and your own website, and closes a room everywhere the moment it is booked anywhere, which cuts double bookings. It earns its cost once you sell the same rooms on two or more channels. A lodge with one listing and a handful of rooms can update availability by hand.
7. Direct booking engine
The booking button on your own website that checks availability and takes a deposit, so a guest books without an OTA in the middle. It only pays if travellers reach your site and trust it, which is the job of a good hotel website.
8. Payments by MTN MoMo, Airtel Money and card
Guests in Uganda pay by cash, MTN MoMo, Airtel Money and card, and overseas guests often pay a deposit by card. The system should record every payment by method so the cash-up balances. Online card and wallet payments can run through one payment aggregator, such as Pesapal or Flutterwave, rather than a separate connection to each network.
Hotel management system in Uganda: the ways to get one
There are three honest routes, plus a fourth for very small places. Most hotels and guesthouses start with the first; lodges that pay heavy OTA commission add the second; groups with unusual processes need the third.
Growth Informer Business: rooms, restaurant and bar in one
Our own live cloud platform. It runs sales, stock, purchases and expenses across one or several branches, on a phone or a laptop, with hotel and restaurant modules for rooms, bookings, kitchen orders and tables. It issues URA EFRIS e-receipts and e-invoices today, and EFRIS is a setting: switch it on when URA requires it, or voluntarily, and leave it off until then, without changing systems. A guesthouse under the UGX 10 million turnover line can start with it off; a hotel above that line should already be issuing EFRIS receipts. You can see it working before you commit. It is priced from UGX 1,000,000 a year for one business; ask on WhatsApp for a demo, and for a quote if you run more than one business.
A direct booking system: more bookings without the commission
For lodges and camps that live on Booking.com and Expedia. Industry guides put Booking.com commission at 10 to 25 percent of the room rate, with about 15 percent a common base, and Expedia at 15 to 30 percent, averaging about 18 to 20 percent. For East African properties, 15 to 25 percent is typical, and your real rate is in your extranet contract. Our Direct Booking System is a 90-day programme that builds a direct channel alongside the OTAs, backed by an ad budget of at least USD 2,000 a month that you pay straight to Google or Meta. We have managed over USD 100,000 of client ad spend. It does not ask you to leave the OTAs: keep any listing that pays and build a channel you own beside it.
A custom hotel system: built around the way you work
When you run several properties, sell safari packages with rooms, need folios that split between a company and a guest, or want your own booking engine and channel connections, we build it. We have 37 live website and app builds from Kampala. You get a fixed quote before work starts, pay 50/25/25, and own the source code and the data. A custom hotel system costs .
| Option | What it costs | Modules it covers | What it leaves out |
|---|---|---|---|
| Growth Informer Business | from UGX 1,000,000 a year, ask on WhatsApp for a demo | Rooms and bookings at the front desk, restaurant and bar POS with kitchen orders and tables, stock, purchases, expenses, several branches, EFRIS e-receipts and e-invoices with a switch on or off, all on a phone | A channel manager and a website booking engine are not among its listed modules; check guest folios and the night audit against your own routine in the demo |
| Direct Booking System (90-day programme) | Fixed quote before work starts, plus an ad budget of at least USD 2,000 a month paid by you straight to Google or Meta | The direct channel: your website and paid ads working to win bookings that carry no OTA commission, run over 90 days alongside your existing listings | Not a PMS or a booking engine: no front desk, POS or EFRIS; it works with the tools you already use |
| Custom hotel system | Whatever you specify: reservations, housekeeping, folios, night audit, booking engine, a link to a channel manager where the provider allows it, MoMo and card collection, EFRIS connection | Needs a clear brief and weeks of build time; you own the source code and the data | |
| Booking book plus URA portal | No software fee; URA's web portal and desktop app carry no URA charge | Bookings in a book or spreadsheet, EFRIS e-receipts typed into URA's portal | No POS, no stock control, no owner view from home; slow once sales pick up |
When a simple setup is enough. Five rooms, no bar, turnover under UGX 10 million and not VAT registered: a booking book, a WhatsApp number and a tidy spreadsheet can carry you for now. Buy a system when missed bookings, bar losses or EFRIS make the book more expensive than the software.
EFRIS, UTB and the rules your hotel system must handle
EFRIS for hotels, lodges and guesthouses
URA lists Accommodation and Food Service Activities as sector 7 of the 12 sectors that must use EFRIS. The rule: since 1 July 2025, businesses in these sectors must issue EFRIS e-invoices or e-receipts whether or not they are VAT registered, unless their annual turnover is below UGX 10 million, and those below it may still use EFRIS voluntarily. Separately, every VAT-registered business must use EFRIS whatever its turnover.
- E-invoice or e-receipt: a VAT-registered hotel issues e-invoices; a hotel not registered for VAT issues e-receipts.
- What a genuine one shows: a Fiscal Document Number (FDN), a verification code and a QR code.
- Company guests and conferences: under section 22(3)(m) of the Income Tax Act, a business cannot claim an income tax deduction for an expense without an EFRIS e-invoice or e-receipt when the supplier had to use EFRIS. So expect corporate clients booking rooms and workshops to ask for one, with their TIN on it.
- Penalty from 1 July 2026: failing to use EFRIS, or to issue an e-invoice or e-receipt when required, carries a penal tax of double the tax due or UGX 200,000 (10 currency points), whichever is higher.
- Which way to issue: URA's web portal and desktop app carry no URA charge and suit a business with few sales. URA describes system-to-system connection, where your own POS talks to EFRIS, as suited to higher volumes, and names hotels among the examples.
Happy with a hotel system you already use? Before you replace it, ask whether it can be connected to EFRIS instead: we scope each connection against URA's published specification and confirm it is feasible before we quote. Meeting the fiscal rules stays your business's own obligation, and rulings on your case come from URA (toll free 0800 117 000). The full rules, deadlines and issuing options are in our EFRIS guide for Uganda.
UTB registration and licensing
Under the Tourism Act 2008, the Uganda Tourism Board (UTB) registers, inspects, licenses and classifies tourism enterprises. Its notice requires accommodation establishments to register and hold an annual licence, and the list covers hotels, lodges, guest houses, homestays, hostels, motels, eco-lodges, cottages, safari or tented camps, serviced apartments, villas, and caravan and camping parks. Restaurants, cafes and coffee shops are on the list too, so a small property cannot assume it is exempt.
- Registration is online through UTB's self-registration portal at qasystem.utb.go.ug.
- The notice does not publish registration, inspection or licence fees, so confirm the current fees with UTB before you budget.
- UTB warns that businesses that fail to comply risk closure.
- UTB publishes a public list of licensed facilities, which guests and agents can check.
- Register with UTB before you advertise rooms, not after: the licence is annual, and being on the public list is what an agent or corporate client checks before sending business.
A hotel system does not register you with UTB or URA. It keeps the records that make both easier to deal with.
Set this up first
A property management system is rarely the first thing a lodge should buy. This is the order that costs least, with the real cost of each basic step, and us named only where we genuinely earn the money.
- The basics, at their real cost. Register with URSB: a business name is UGX 35,000 to reserve plus UGX 55,000 to register, about UGX 90,000 in official fees, and a private company with nominal share capital up to UGX 5,000,000 is UGX 105,000 plus 0.5 percent stamp duty. Owners commonly report paying agents about UGX 600,000 to several million for the same paperwork, so ask what you are paying for. A TIN from URA is free. Then the KCCA or council trading licence for your grade of area, payable before you open and again by 1 January: a restaurant line is UGX 36,000 (Grade IV) to UGX 187,500 (Grade I) a year and a bar, pub or inn UGX 45,000 to UGX 187,500. On top of that comes the annual UTB licence described above, whose fees UTB does not publish, so ask UTB for yours before you budget.
- The habits that cost nothing. Keep the property's money in its own account or mobile money line, write every booking, sale and expense down the same day, use WhatsApp Business for enquiries, and claim a Google Business Profile with real photographs of the rooms: how to add your business to Google Maps. For a guesthouse outside the OTAs, that listing is usually the single biggest source of direct bookings, and it costs nothing but an afternoon.
- Once there is a bar, a kitchen or somebody else on the till: a sales, stock and cash-up system. Growth Informer Business runs rooms, bookings, kitchen orders, tables, stock and the daily cash-up on a phone, with URA EFRIS as a setting you switch on when it applies, which for accommodation and food service above UGX 10 million turnover is already. The same platform covers a shop as a general POS system.
- Once travellers look you up before they book: a website, , with a monthly care plan if you would rather not maintain it. A hotel website is also what the Direct Booking System needs to exist before paid traffic is worth buying, so put it in before the ad budget, not after.
- When several properties, safari packages or split folios fit nothing off the shelf: a custom hotel system, quoted once we understand exactly what it has to do.
- When a penalty, assessment, audit letter or EFRIS deadline is already live: we are a URA-registered tax agent. We set systems up, file, object and represent you, and we quote after seeing the notice.
Match the step to the stage. A four-room guesthouse with no bar needs steps 1 and 2 and a booking book: the licences, a daily record and a Google listing, not a PMS. A 20-room lodge with a restaurant, a bar and staff on the till is already past step 3, whether or not it has bought anything yet. Before you spend on either, put your own room revenue and OTA share through the OTA commission calculator: for most lodges the commission line is larger than every software decision on this page put together.
Hotel software price: software, hardware and commission
Software
- Growth Informer Business: from UGX 1,000,000 a year for one business. Ask on WhatsApp for a demo, and for a quote if you run more than one business.
- Custom hotel system: , as a fixed quote agreed before work starts and paid 50/25/25.
- Direct Booking System: a fixed quote before work starts; your ad budget of at least USD 2,000 a month for 90 days is paid by you straight to Google or Meta, never through us.
Hardware (Jiji Uganda asking prices, checked September 2026)
- Used business laptop for reception, such as an HP EliteBook with a Core i5: UGX 450,000 to 700,000.
- 80 mm thermal receipt printer with auto-cutter: UGX 300,000 to 750,000, typically about UGX 400,000. Make the kitchen printer a LAN (network) model so it can sit away from the till.
- 58 mm thermal receipt printer: UGX 140,000 to 250,000.
- Cash drawer that opens from the receipt printer: UGX 140,000 to 250,000.
- Tablet for waiters: a new Samsung Galaxy Tab A 10.1 (2019) at UGX 250,000, or a newer Galaxy Tab A8 from UGX 700,000. The 2019 model no longer gets Android updates, and a cheap Android phone also works.
- Hotel key card locks: not priced here. A proper setup needs the locks, a card encoder and software, so get a quote for your property.
Worked example. A lodge with a restaurant buys a used laptop for reception (about UGX 600,000), an 80 mm printer at the till (about UGX 400,000), a second 80 mm printer for the kitchen (about UGX 400,000), a cash drawer (about UGX 240,000) and two tablets at UGX 250,000 each. That is about UGX 2,140,000 of hardware at September 2026 asking prices. A guesthouse with no restaurant can start with a phone and a 58 mm printer. Compare counter setups on our POS system page.
The cost most owners never add up: OTA commission
Take a lodge that sells UGX 100 million of rooms a year, UGX 60 million of it through Booking.com and Expedia. At 18 percent, the default in our calculator, that is UGX 10.8 million in commission. At 25 percent it is UGX 15 million. Move one third of those OTA bookings direct and about UGX 3.6 million a year stays with you at 18 percent, before the cost of winning those guests yourself. Put in your own numbers with the OTA commission calculator.
How to choose hotel management software: 10 questions
Ask every supplier, including us, these ten questions before you pay anything.
- Does it cover rooms and the restaurant and bar in one place, or will you run two systems and reconcile them by hand every night?
- Can it issue EFRIS e-invoices and e-receipts, and can you switch that on when URA requires it without changing systems?
- Does it run on the phones and laptops you already own?
- What happens when the internet drops? A cloud system needs a backup data connection at reception.
- Can the owner see rooms sold, sales and cash by payment method from home, every night?
- Who trains the front desk, the waiters and the night staff, and how long does it take?
- Who answers when the kitchen printer stops at 9 pm, and how fast? We reply on WhatsApp within 6 hours.
- Can you export every booking, guest and sale, and who owns the data? With a custom build from us, you own the source code and the data.
- Will you see it working on a normal day's transactions before you commit?
- Do you need a channel manager now, or only once you sell the same rooms on two or more channels?
A supplier who cannot answer the EFRIS and data questions in plain words is a risk, whatever the price.
How to switch systems without losing a booking
Most lost bookings during a switch come from one thing: a future reservation that lived in the old book and never made it into the new system. This order prevents that.
- Export every future booking from the old system or book: guest, room, dates, rate, deposit paid and source (OTA, direct, agent). Count them and write the total down.
- Set up the basics first: room types, seasonal rates, the restaurant and bar menu with prices, and opening stock counted on the day.
- If EFRIS is part of the move, get URA approval and configure your goods and services in EFRIS before the first night, because receipts cannot be issued until they are set up.
- Enter the future bookings and deposits, then check the new system night by night against your list for at least the next 90 days.
- Train in short sessions: front desk on check-in and check-out, waiters on orders, managers on voids and the cash-up.
- Run both side by side for a few days. New bookings go into both, and the daily totals must agree.
- Cut over on a quiet night, mid-week and out of peak season, never on the night of a wedding or a conference.
- Update OTA extranets and your website last, so availability comes from one source from the first night.
- Keep the old records read-only for tax and audit questions.
Frequently asked questions
What is a hotel management system?
It is software that runs a hotel, lodge or guesthouse from one place: reservations and the front desk, room status and housekeeping, the restaurant and bar POS, guest bills, the night audit and daily reports. The industry also calls it a property management system or PMS. A channel manager and a booking engine are often added to connect it to Booking.com, Expedia and your own website.
How much does hotel management software cost in Uganda?
Growth Informer Business, our live cloud platform for rooms, bookings, restaurant and bar, is priced from UGX 1,000,000 a year for one business. A custom hotel system built around your process is a fixed quote agreed before work starts, with the starting price shown in the price section of this page. Hardware is extra: on Jiji Uganda in September 2026 a used reception laptop was UGX 450,000 to 700,000 and an 80 mm receipt printer UGX 300,000 to 750,000.
Do hotels in Uganda have to use EFRIS?
Since 1 July 2025, accommodation and food service businesses must issue EFRIS e-invoices or e-receipts whether or not they are VAT registered, unless their annual turnover is below UGX 10 million. Every VAT-registered business must use EFRIS whatever its turnover. From 1 July 2026 the penalty for not issuing is double the tax due or UGX 200,000, whichever is higher. Ask URA for a ruling on your own case.
What is a channel manager and do I need one?
A channel manager connects one room inventory and rate plan to Booking.com, Expedia and your own website, and updates availability everywhere when a room is booked, which cuts double bookings. You need one when you sell the same rooms on two or more channels and updating them by hand starts causing mistakes.
Is a hotel booking system the same as a hotel reservation system?
Mostly, yes. People use both names for the reservations part of a hotel management system: the room calendar, bookings and deposits. A booking engine is narrower: the button on your own website that lets a guest book and pay online. A hotel POS is the till for the restaurant and bar.
Can I switch from another hotel system without losing bookings?
Yes. Export every future booking and deposit first, enter them in the new system and check the counts night by night, run both side by side for a few days, and cut over on a quiet mid-week night. Update your OTA extranets last so availability comes from one source.
