Custom HRM software development for companies Workday cannot fit.

We build HR and payroll systems for companies that have outgrown BambooHR, Workday or a stack of spreadsheets. Fixed quote before work starts, and the code is yours at handover.

The short answer

Custom HRM software development means building an HR system around your actual policies instead of bending your policies to fit somebody else's product. One system holds employee records, contracts, documents, leave, approvals, time, appraisals and payroll inputs, with the workflows written the way your company really runs, and no per-seat licence that grows every time you hire.

Most teams come to us after off-the-shelf HR has failed in one of three ways: the approval chain is fixed at one or two levels when yours has five, the contract types you actually use do not exist in the product, or the per-seat price has quietly become one of the largest software lines in the budget. A full HRM build with payroll usually lands , quoted fixed before work starts and paid 50/25/25.

Why off-the-shelf HR breaks once you scale

Off-the-shelf HR is built for the average company. Once you pass roughly 80 to 100 staff, employ people in more than one country, or run contract types the product was never designed for, the gaps stop being annoyances and start costing real money.

Approval chains that do not match your delegation of authority

Most HR products allow one or two approval steps. Real organisations route a night shift supervisor's request differently from a regional director's, escalate anything above a cost threshold, and need cover when the approver is themselves on leave. When the tool cannot express that, the workflow moves back into email and the system stops being the record of truth.

Contract types the product has never heard of

Rotational offshore rosters, seasonal crews, per-diem clinicians, unionised grades with negotiated rates, retained consultants on day rates, apprentices with funded hours. If your workforce mixes several of these, you end up maintaining a spreadsheet next to the HR system, which defeats the point of buying one.

Per-seat pricing that punishes the thing you are trying to do

Per-seat licensing means every new hire, every seasonal peak and every acquisition raises the bill, forever. A build is a one-off cost plus hosting and support. At a few hundred staff the crossover usually arrives inside two to three years, and after that the saving compounds. We set that comparison out honestly in custom vs off-the-shelf software.

What a custom HR system actually includes

Every build is scoped to your policies, but these are the modules clients ask for most, and what sits inside them.

  • Employee record and document vault. Custom fields for your grades and cost centres, with expiry alerts for visas, work permits, right to work checks, licences and certifications.
  • Leave and absence. Accrual rules per country and contract, carry-over caps, time off in lieu, per-location holiday calendars, blackout periods, sickness and return to work logging.
  • Conditional approval routing. Multi-step chains that branch by department, grade, cost or duration, with delegation, reminders and a full audit trail.
  • Time, shifts and attendance. Rosters, clock in and out from web or phone with optional geofencing, overtime and night rate rules, timesheets that feed straight into pay.
  • Onboarding and offboarding. Offer generation, checklists that raise tasks for IT, finance and facilities, asset issue and return, exit interviews.
  • Performance. Review cycles, objective tracking, 360 feedback and calibration views for HR.
  • Self-service. Employees see payslips, balances and documents and raise requests. Managers see their team, their approvals and their headcount budget in one screen.
  • Roles, security and audit. Permissions down to field level, single sign on, a complete audit log, retention and erasure rules, and a choice of hosting region for data residency.

Anything not on that list is normal. Bespoke HR system development exists precisely because your fifth requirement is the one no product covers. We explain how we scope and price that work in custom software development services.

Payroll, odd contracts and paying people across borders

Two honest routes

Custom payroll software is not always the right answer. Where your jurisdiction has heavy statutory calculation and filing, the cheaper and safer route is to keep your existing payroll engine and let us own everything around it: pay elements, allowances, deductions, loans and advances, timesheet and overtime feeds, approvals, then a clean sync into payroll and into your accounting ledger.

Where the pay rules themselves are the problem, we build the calculation engine. That means day rates by rotation, piece rates, tips and service charge distribution, commission tied to targets, multi-currency contractor payments, or grade tables you negotiated with a union. Payslips, bank files and reports come out of the same engine.

Paying staff in several countries, or paying contractors onto cards and wallets, usually needs a gateway rather than a bank upload. We handle that under payment gateway integration services, and connect the HRM to your finance, identity and benefits stack through API development and integration.

What custom HRM software development costs

You are usually choosing between three options: a Western agency at three to five times the price, a marketplace freelancer who is cheaper until they vanish halfway through payroll testing, and a small established team in between. We are the third option. The work costs less because our operating costs in Kampala are lower, not because the standard is lower. Same frameworks, same code review, same testing, same documentation you would get in London or Austin.

Custom HRM builds, quoted fixed before work starts
BuildPriceTypical timeline
Core HR: records, documents, leave, conditional approvals, org chart6 to 9 weeks
Full HRM: core HR plus time and attendance, payroll inputs or engine, self-service, reporting10 to 14 weeks
Multi-entity: several countries, currencies and pay calendars, SSO, data residency rulesQuoted after a scoping call14 weeks and up

Prices show in your own currency and cover build, testing, migration from your current system or spreadsheets, training and handover. Hosting and an optional support retainer are separate and quoted at the same time, so nothing appears later as a surprise.

Cheap is not the wedge. A system you can still get changed in year three is.

How we work: fixed quote, 50/25/25, fortnightly demos

We have 29 live builds behind us and one rule that has not moved: you get a fixed quote before any work starts. Not a range, not an hourly estimate that drifts once payroll gets complicated.

  • Discovery. One or two calls plus your existing policy documents. We map approval chains, contract types, pay rules and integrations, then write them down as a scope you sign off.
  • Fixed quote, paid 50/25/25. Half to begin, a quarter at the working demo, a quarter at handover. If scope changes, we price the change openly instead of absorbing it and slipping the date.
  • Fortnightly demos. You see real screens on your own data, not status reports. Approvals and pay runs get tested against your ugliest edge cases before launch, never after.
  • Handover. Source code, database, documentation and admin training. You own it. If you want ongoing capacity afterwards, that is a monthly retainer rather than a fresh agency search: see hire a development team.

Our working day overlaps the whole of the UK and European day, the Gulf and the US East Coast morning, and everything is in English. Reporting screens and any public-facing careers pages are built SEO and AI-search ready as standard.

How to choose a build partner for HR

Three questions separate a system that lasts from one you replace in eighteen months.

Ask who owns the code and the data

If the answer is anything other than you, on hosting in a region you choose, walk away. Bespoke HR system development is only worth the money if you can change vendors and keep the system.

Ask them to repeat your hardest rule back to you

Before any quote, describe your worst approval path or pay rule and see whether they restate it accurately or reach for a demo. A team that cannot repeat the rule will not build it correctly.

Ask what happens in month thirteen

HR changes constantly: new legislation, a new entity, a merged team, a union agreement. Find out the change process, the response time and the cost before you sign. If continuity is your real worry, that is exactly why the cheapest freelancer usually turns out to be the expensive choice.

Frequently asked questions

How much does custom HRM software development cost?

A full HRM build with payroll and self-service typically lands , shown in your own currency. A core HR build without payroll costs less, and a multi-entity build across several countries and currencies costs more. Whatever the scope, you get one fixed figure before work starts and pay it 50/25/25.

How long does a build take?

Six to nine weeks for core HR, ten to fourteen weeks for a full HRM with payroll, time and attendance and self-service, longer for multi-entity work. We usually launch in phases so HR is off spreadsheets before payroll goes live.

Can it work with our existing payroll provider and accounting system?

Yes. Most clients keep their statutory payroll engine and their accounting ledger, and we integrate through APIs or scheduled file exports. Where the pay rules themselves are the problem, such as rotational day rates or commission tied to targets, we build the calculation engine instead.

Do we own the code?

Yes. Source code, database and documentation transfer to you at handover on final payment. You can host it in your own region for data residency, and you are free to have anyone maintain it afterwards.

We are in the US or Europe. Does working with a Kampala team cause problems?

In practice, no. The working day overlaps the whole UK and European day, the Gulf and the US East Coast morning, everything is in English, and you see fortnightly demos on real data. Message +256 702946946 on WhatsApp to talk it through.
