EFRIS for transport and storage in Uganda

Freight, courier and storage businesses in Uganda have had to issue EFRIS e-receipts or e-invoices since 1 July 2025, whether or not they are VAT registered. Passenger transport, taxis, boda bodas, shuttles and buses, is excluded from this rule.

The short answer

If your business trucks goods, runs a courier service, clears cargo, or operates a warehouse in Uganda, you sit inside URA's Transportation and storage sector for EFRIS. Since 1 July 2025, every business in this sector with annual turnover of UGX 10 million or more must issue EFRIS documents whether or not it is VAT registered: an e-invoice if VAT registered, an e-receipt if not. Passenger land transport, taxis, boda bodas, shuttles and buses, is specifically excluded from this rule: freight, courier and storage are not.

From 1 July 2026, failing to issue an e-invoice or e-receipt, or failing to use EFRIS at all when required, carries a penalty of double the tax due or UGX 200,000, whichever is higher. Separately, if you pay a supplier who was required to use EFRIS and they do not give you an e-invoice or e-receipt, you cannot deduct that cost for income tax under section 22(3)(m) of the Income Tax Act, so a missing receipt can cost you twice. This page sets out what URA has published, not tax advice: for a ruling on your own business, confirm with URA or a tax adviser, or see the full EFRIS guide for every sector.

Freight, courier and storage are in. Passenger transport is not.

URA's 12 mandatory EFRIS sectors include sector 6, Transportation and storage, in force since 1 July 2025. URA's own wording carves passenger land transport out of that sector, so the rule is really aimed at the commercial, load-carrying side of the industry.

What this covers, on our reading of URA's notice

  • Trucking, haulage and general road freight
  • Courier, parcel and last-mile delivery businesses
  • Freight forwarding, clearing and cargo agents
  • Warehousing, storage yards and cold storage
  • Cross-border transport and logistics companies

URA's notice names the sector as "Transportation and storage" without listing every trade inside it by name, so the list above is our reading of what falls under that heading, not a quote from URA. If your activity sits close to the line, for example a moving company that also carries a few passengers, or a haulage firm that leases out drivers, confirm the classification with URA before you decide either way.

What is excluded

  • Taxis
  • Boda bodas
  • Shuttles
  • Buses

These are passenger land transport operators, and URA excludes them from the sector 6 rule. Passenger transportation services are also VAT-exempt in their own right, so a taxi or bus operator has a different set of obligations altogether. If you are not sure which side of the line your business sits on, the free do I need EFRIS guide walks through the sectors and the exemptions.

The rule, the date and the source

The legal basis for EFRIS sits in the Tax Procedures Code Act, which lets URA's Commissioner General name, by notice in the Gazette, which taxpayers must issue e-invoices or e-receipts or use a linked fiscal device. The detailed mechanics sit in the Tax Procedures Code (Electronic Invoicing and Receipting) Regulations, understood to be Statutory Instrument No. 82 of 2020, though we have not verified that citation against the Gazette itself.

Two separate rules stack on top of each other:

  • Any VAT-registered business has had to issue EFRIS e-invoices since 1 January 2021, whatever sector it is in.
  • Since 1 July 2025, businesses in 12 named sectors, including Transportation and storage, must issue e-invoices or e-receipts whether or not they are VAT registered, unless annual turnover is below UGX 10 million.

URA's own notice on this is dated 10 August 2026 on its website, which has led some 2026 news coverage to describe the sector rule as new. It is not: the rule took effect on 1 July 2025, understood to be under URA General Notice No. 2218 of 2025, a citation we have seen from one source only and have not independently verified. Businesses below UGX 10 million a year may still register and issue e-receipts voluntarily. Landlords have a separate EFRIS exemption threshold, UGX 2.82 million a year in rental income, which does not apply to this sector.

EFRIS for transport and storage: the short answers
QuestionThe answerWhat to do
Do I need EFRIS for a trucking, courier or storage business?Yes, if annual turnover is UGX 10 million or more, since 1 July 2025Register on the URA portal with your TIN
Does a boda boda, taxi or bus operator need it?No, passenger land transport is excluded from this sector ruleKeep your own records anyway; other duties can still apply
Do I need it if I am not VAT registered?Yes, the sector rule applies whether or not you are VAT registeredIssue e-receipts, not e-invoices, if you are not VAT registered
What happens if I do not comply?A penalty of double the tax due or UGX 200,000, whichever is higher, from 1 July 2026Register now; the free web portal alone satisfies the rule

If you are VAT registered, none of the sector exemptions apply to you: VAT registration on its own has required EFRIS since 2021, whatever your turnover or sector. From 1 July 2026, the VAT registration threshold itself doubles from UGX 150 million to UGX 300 million of annual taxable turnover, so some businesses will move in or out of VAT registration; that does not change their sector-based EFRIS duty if they are still in transport and storage with turnover above UGX 10 million. See the full 2026 tax changes for the wider picture, and the VAT in Uganda guide for how VAT itself works.

What changes day to day: per-trip invoicing, fuel and cross-border loads

Per-trip invoicing. Each haulage job, delivery, storage fee or warehousing charge needs its own EFRIS document: an e-invoice if you are VAT registered, an e-receipt if not. EFRIS attaches a Fiscal Document Number, a verification code and a QR code to every genuine document, and that FDN becomes your official invoice or receipt number. When the sale is to another business, the document should also carry the buyer's Business Registration Number, National Identification Number or TIN.

Fuel and expenses without e-invoices. Fuel itself is VAT-exempt, so there is no VAT to charge or reclaim on it. But most fuel stations sit in URA's Wholesale and Retail of Fuel sector, and have had to issue their own EFRIS e-receipts since 1 July 2025 too. Ask for that e-receipt every time you fuel a truck: without it, the fuel cost can be disallowed as an income tax deduction under the same rule that applies to your own sales. The same goes for spare parts, tyres, repairs and subcontracted haulage, if the supplier is required to use EFRIS and does not give you a document, you carry the tax cost, not them. See EFRIS for fuel stations for that side of the transaction.

Cross-border work. International transport of goods, and the tickets or waybills for it, is zero-rated for VAT: 0 percent VAT is charged, but a VAT-registered transporter can still claim input VAT on related purchases, which is more favourable than an exempt supply. Exports generally carry the same zero-rating. The detailed EFRIS mechanics for cross-border loads, for example how a Ugandan haulier invoices a consignment that starts or ends outside Uganda, are not fully set out in the sources we checked; confirm the specifics with URA or a tax adviser before you finalise how you invoice cross-border trips.

If a trip is cancelled, a rate is corrected, or a customer disputes a charge, the fix is a credit note raised against the original EFRIS document, not a new invoice or a manual write-off. See EFRIS credit notes and errors for how that works.

The receipts and records this trade must keep

For a transport, freight or storage business, the working file for each tax period should hold:

  • An EFRIS e-invoice or e-receipt for every trip, delivery, storage fee or warehousing charge you bill out, in order, with no gaps in the FDN sequence
  • The buyer's BRN, NIN or TIN on any invoice to another business
  • E-invoices or e-receipts from your own suppliers, fuel, tyres, parts, subcontracted haulage, clearing agents, wherever that supplier is required to use EFRIS
  • Credit notes for any cancelled, adjusted or disputed trip, matched to the original document
  • A daily cash-up or bank and mobile money reconciliation that ties back to the day's EFRIS totals
  • If you are VAT registered, your monthly VAT return, filed and paid within 15 days after the end of each month

Input VAT on a purchase must generally be claimed within 6 months of the invoice date, so do not let supplier documents pile up unclaimed. For general bookkeeping practice alongside EFRIS, see business record keeping in Uganda and the VAT in Uganda guide.

The mistakes that cost money

  1. "We are not VAT registered, so EFRIS does not apply to us." Wrong for this sector: the 1 July 2025 rule applies to transport and storage businesses whether or not they are VAT registered, as long as turnover is UGX 10 million or more a year.
  2. Assuming the passenger transport exclusion covers a delivery van or courier fleet. It does not. Only taxis, boda bodas, shuttles and buses, carrying passengers, are excluded. A van doing paid deliveries is freight, not passenger transport.
  3. Paying cash for fuel, spares or a subcontracted trip without asking for the e-receipt. If the supplier was required to use EFRIS and did not issue one, you lose the income tax deduction for that cost under section 22(3)(m) of the Income Tax Act. As a worked illustration URA itself gives: a UGX 5,000,000 payment that cannot be backed by an e-invoice or e-receipt, if disallowed, costs roughly UGX 1,500,000 more income tax at the standard 30 percent company rate. Treat that as an example of the mechanism, not a guarantee of your own numbers; confirm your figures with URA or your accountant.
  4. Assuming the old EFRIS penalties still apply. Fixed minimums of UGX 6 million to 8 million under earlier rules are out of date. From 1 July 2026, the penalty for not using EFRIS, not issuing a document, or tampering with a fiscal device is double the tax due or UGX 200,000, whichever is higher. Buying or using a fiscal device that is not linked to and authenticated by URA is a separate offence, with a fine of up to UGX 6,000,000, up to three years in prison, or both.

If a penalty, assessment or audit is already live

If URA has already issued a penalty, an assessment, or asked for records, deal with the paper first, not the software. Read the notice for the deadline it states, that is the date that matters, not a general rule of thumb. Gather the sales and purchase records for the period URA is asking about. Call URA's own line, 0800 117 000, or email services@ura.go.ug, if anything on the notice is unclear. Objections to an assessment carry their own strict time limit, stated on the assessment itself; do not let it pass while you are still gathering paperwork. We are registered with URA as a tax agent and can help read the notice, prepare a response, and represent you if it goes to a dispute, but we quote only after seeing the notice or the books, see EFRIS and VAT disputes.

How to comply cheaply

Registering for EFRIS itself costs nothing from URA. You need a TIN and a URA web portal password, then you log in at ura.go.ug, verify with a one-time password, choose "first time registration", pick e-invoicing, an Electronic Fiscal Device, or both, add any branches or depots, and submit for URA approval. Once approved, you configure your goods or services before you can issue anything. URA's own guides and its line, 0800 117 000, or WhatsApp 0772 140 000, are there if you get stuck.

How you issue day to day depends on your size:

  • A single truck, a small courier run or one storage yard: the URA web portal or its desktop application, both free of any URA charge, are usually enough
  • A route-based or field operation issuing many receipts away from an office: an Electronic Fiscal Device, which you buy and maintain yourself
  • A fleet, multiple depots, or a business already running a POS or ERP: system-to-system integration, so EFRIS runs inside the software you already use, see EFRIS integration in Uganda

Set this up first

In this trade, work through it in this order, and only pay for what earns its keep at your size:

  1. Free, at every size: a TIN and URSB registration, a trading licence, business money kept apart from personal money, a daily record of trips, fuel and expenses, WhatsApp Business with your rates or routes, and a free Google Business Profile so your yard or office shows on Maps, see how to add a business to Google Maps.
  2. Once you run more than a handful of trips or deliveries a day, or have staff handling cash and stock at a depot: Growth Informer Business for sales, stock and the daily cash-up, with EFRIS switched on once it applies to you, see pos-system.
  3. Once customers look you up before booking a job, or you sell past personal referrals: a website, , and a monthly care plan at if you want it kept running.
  4. If your routing, billing and fleet tracking is a workflow no ready-made tool handles: a custom build, priced at .
  5. If a penalty, assessment or deadline is already live: we are a URA-registered tax agent and can set EFRIS and VAT up, file, object and represent, see EFRIS and VAT disputes.

A one-truck operation with a couple of jobs a day mostly needs step 1 and the free web portal, not a website or a custom build. A small fleet billing dozens of jobs a week usually needs Growth Informer Business and EFRIS switched on, well before it needs anything custom.

Doing it inside a system

Growth Informer Business is our own cloud POS, inventory and business-management platform: sales, stock, purchases, expenses and multi-branch reporting, running on a phone as easily as on a counter terminal. For a transport or storage business, that means one place to record each trip or storage charge, track fuel and spares against a vehicle or job, and see cash and mobile money reconcile at the end of the day across every depot.

EFRIS is a setting inside it, not a separate system: Growth Informer Business already issues URA EFRIS e-receipts and e-invoices, and you switch EFRIS on when URA requires it of you, or earlier if you choose to, and leave it off until then, without moving to different software later. We can show it working before you commit to anything.

If you already run a different POS, ERP or accounting system and just need EFRIS connected to it, we scope the connection against URA's published specification and confirm it is feasible before quoting, see EFRIS integration in Uganda. Meeting your fiscal obligations stays your own responsibility as the business; we are not URA-accredited or certified, and we do not claim to be.

WhatsApp +256 702 946 946 if you want to see Growth Informer Business running with EFRIS on, or need help connecting a system you already use; we reply within 6 hours and can usually set up a meeting for the next day.

Frequently asked questions

Do I need EFRIS for a transport or logistics business in Uganda?

Yes, if your annual turnover is UGX 10 million or more. Since 1 July 2025, transport and storage businesses, trucking, freight, courier and warehousing, must issue EFRIS e-invoices or e-receipts whether or not they are VAT registered. Passenger land transport, taxis, boda bodas, shuttles and buses, is excluded.

What are the EFRIS requirements for transport and storage businesses?

You need a TIN and a URA portal account, then you register for EFRIS, choose e-invoicing, an Electronic Fiscal Device, or system-to-system integration, and issue a document for every trip, delivery or storage charge, each carrying a Fiscal Document Number, a verification code and a QR code.

Is there an EFRIS exemption for transport businesses?

Two exemptions apply: passenger land transport, taxis, boda bodas, shuttles and buses, is excluded from the sector rule entirely, and any business in the sector with annual turnover below UGX 10 million does not have to use EFRIS, though it may do so voluntarily.

How do I register for EFRIS?

Log in to the URA web portal with your TIN and password, verify with a one-time password, select first-time registration, choose e-invoicing, an Electronic Fiscal Device, or both, add your branches, and submit for URA approval. Once approved, configure your goods or services before you issue anything.

What is the EFRIS penalty now?

From 1 July 2026, a business that is required to use EFRIS but does not, or fails to issue an e-invoice or e-receipt, or tampers with a fiscal device, faces a penalty of double the tax due or UGX 200,000, whichever is higher. Older figures of UGX 6 million to 8 million found online are out of date.

What is an EFRIS e-receipt?

An e-receipt is the EFRIS document issued by a business that is not VAT registered. A VAT-registered business issues an e-invoice instead. Both carry a Fiscal Document Number, a verification code and a QR code, and both are generated through the URA web portal, its desktop app, a linked device, or a connected POS or ERP system.
