EFRIS for Fuel Stations in Uganda

A plain guide to EFRIS for petrol stations and fuel wholesalers in Uganda: who must issue e-receipts, from when, what is exempt, and what a fleet customer needs to claim the expense.

The short answer

Yes. If your business sells fuel, wholesale or retail, you sit inside URA's sector 12, Wholesale and Retail of Fuel, and you have had to issue EFRIS e-invoices or e-receipts for every sale since 1 July 2025, whatever your VAT registration status. The only way out is turnover: below UGX 10,000,000 a year, EFRIS is not compulsory yet, though URA allows you to switch it on voluntarily.

Petrol, diesel and other petroleum fuels are VAT-exempt in Uganda, taxed through excise duty instead, so most pump sales carry no VAT line but still must be recorded through EFRIS. Shop items sold alongside fuel, oil, snacks, airtime, spares, are ordinary standard-rated sales at 18 percent VAT once you are VAT-registered. Get either wrong and it costs money: an EFRIS penalty on your own station, and a lost expense deduction for any customer who buys fuel from you without a proper receipt. Not sure where your station stands? Check do i need efris, then confirm the detail with URA.

The rule, its date and where it comes from

URA named 12 sectors that must issue EFRIS e-invoices or e-receipts regardless of VAT registration, effective 1 July 2025. Wholesale and Retail of Fuel is sector 12 on that list. The rule sits on top of the older EFRIS obligation for all VAT-registered businesses, which has applied since 1 January 2021.

What the notice actually says

  • Required from 1 July 2025, whether or not the station is VAT-registered.
  • Exempt below UGX 10,000,000 of annual turnover a year, though voluntary use is allowed.
  • A business sale should carry the buyer's Business Registration Number, National ID or TIN.

URA's own notice carries a website date of 10 August 2026, which is why some 2026 news reports described the rule as new. It is not: the effective date has stayed 1 July 2025 since the notice first went out in 2025. For the full 12-sector list and the mechanics of registration, see efris uganda guide.

Two further changes landed for the 2026/27 financial year, from 1 July 2026: the EFRIS non-compliance penalty was reset (see below), and the VAT registration threshold doubled from UGX 150 million to UGX 300 million of annual taxable turnover. A fuel wholesaler that crosses UGX 300 million a year must register for VAT and issue e-invoices rather than e-receipts. Full detail on both changes is in uganda tax changes 2026.

This is our reading of URA's published rule, not a ruling on your station specifically. Confirm your sector classification, turnover and exemption status with URA or a tax adviser before you rely on it.

What changes day to day at the pump

The rule is simple to state and easy to get wrong in practice, because a fuel station runs several kinds of sale at once.

Pump sales and shift receipts

Every litre sold at the pump needs an EFRIS record, not only the sales a cashier remembers to ring up. URA's own materials note that its Electronic Fiscal Device (EFD) mode is built to suit fuel and gas stations specifically, alongside routes and mobile sellers, because it keeps working when the internet drops and it copes with a high number of small transactions through a shift. At shift close, reconcile what the pump meters recorded against what EFRIS issued for that shift, and investigate any gap before it becomes a pattern.

Credit customers and fleet cards

A credit sale to a company or a fleet account still needs an e-invoice or e-receipt at the moment the fuel is pumped, carrying that customer's TIN, Business Registration Number or National ID. Settling the account later is a payment matter, not a new EFRIS document. Keep the fleet customer's details on file so every fill-up is tagged correctly and nothing is left to memory at month end.

Deliveries and stock dips

When a tanker delivers new stock, record the delivery against the right tank and product. Most stations also run a daily stock dip, physically measuring what is left in each tank, and compare it against what the pump meters and EFRIS receipts say was sold. Where the two disagree, check for pump calibration drift, a receipt issued against the wrong grade, or theft, before assuming a stock loss. If a delivery or a sale needs correcting after the fact, do it through a credit or debit note against the original EFRIS document; see efris credit notes and errors.

Shop sales alongside fuel

Most stations also run a small shop: drinks, snacks, oil, airtime, spares. Fuel itself is VAT-exempt, so a pump sale carries no VAT line, but shop items are ordinary standard-rated sales at 18 percent VAT once you are VAT-registered. Run both through the same till so the VAT treatment is applied automatically rather than left to a cashier's judgement; see vat in uganda guide for how VAT-exempt and standard-rated sales sit side by side.

The receipts and records this trade must keep

Keep records that would survive a URA visit without a scramble.

  • An EFRIS e-invoice or e-receipt for every pump and shop sale, carrying the Fiscal Document Number, a verification code and a QR code that URA attaches to a genuine document.
  • The buyer's TIN, Business Registration Number or National ID on every business and fleet sale, so the customer can use the document for their own expense claim.
  • A daily shift reconciliation: pump meter readings against EFRIS receipts issued, by shift and by attendant.
  • A stock dip record per tank per day, plus the delivery note for every tanker load received.
  • Credit or debit notes raised through EFRIS, not a separate paper note, for any correction, return or price adjustment.

For a fleet customer, the record that actually protects their expense claim is the e-invoice or e-receipt itself, with their TIN or Business Registration Number attached. A fuel slip, a till roll or a handwritten note is not that document. If a regular fleet customer asks for their receipts in a batch at month end, that is a reasonable request to accommodate, since it is their own income tax deduction at stake, not only your compliance.

The mistakes that cost money

Three mistakes show up most often, and each has a specific cost attached.

No e-invoice, no deduction

Under Income Tax Act section 22(3)(m), a business cannot claim an income tax deduction for an expense that is not backed by a valid EFRIS e-invoice or e-receipt, where the supplier was required to use EFRIS. A fuel station is required to use EFRIS, so a customer who cannot produce your e-receipt loses the deduction on that fuel cost. At the standard 30 percent corporate income tax rate, a company that cannot deduct UGX 5,000,000 of undocumented fuel purchases pays roughly UGX 1,500,000 more income tax for the year. That cost lands on your customer, but a station that cannot issue a clean receipt loses those customers.

The EFRIS penalty on the station itself

From 1 July 2026, a business that is required to use EFRIS but fails to, fails to issue an e-invoice or e-receipt, or tampers with a fiscal device, pays a penal tax of double the tax due or UGX 200,000, whichever is higher. That replaced older fixed minimums of UGX 6 million to 8 million that some guidance online still quotes; treat any figure below that as out of date. Separately, buying or using a fiscal device that is not linked to or authenticated by URA is an offence that carries a fine of up to UGX 6,000,000, up to 3 years in prison, or both.

Treating fuel and shop sales the same

Because fuel is VAT-exempt and shop items are usually not, a POS that applies one VAT rule to the whole till will get one of the two wrong.

If a penalty or assessment has already landed

Do not ignore it. Note the date on the notice, pull together your pump, shift and stock records for the period it covers, and respond or object within whatever window the notice itself states, since missing that deadline can cost you the right to challenge the amount. A URA-registered tax agent can help with the filing and the objection; see the last item below.

How to comply without overspending

EFRIS itself carries no URA charge. URA lets any business use the web portal or its desktop application at no cost, so the taxpayer only pays for hardware, a fiscal device, or a system-to-system connection if it chooses one of those routes instead.

  • URA web portal: free, works from any browser, needs a one-time password valid for 24 hours. Fine for a very small station with few daily sales.
  • Electronic Fiscal Device (EFD): URA's own materials name fuel and gas stations as a business type this mode suits, because it keeps issuing offline and copes with a high number of small transactions through a shift.
  • System-to-system integration: your POS or pump-control system talks to EFRIS directly through URA's API, usually set up by a software provider, so an attendant never has to touch a separate EFRIS screen.

For a station with more than one till, more than one pump island, or a shop running alongside fuel, a proper POS earns its keep quickly: it applies the right VAT treatment automatically, keeps one stock and sales record instead of several, and issues the EFRIS document at the same moment it rings up the sale. See pos system for what that looks like in practice. If you already run your own POS, ERP or pump-control software and just need it talking to URA, that is a scoping exercise against URA's published specification before anything is quoted, covered in efris integration uganda.

Doing it inside one system

Growth Informer Business is our own live cloud POS, inventory and business-management platform. It issues URA EFRIS e-receipts and e-invoices today, and EFRIS is a setting you switch on when you are ready, or leave off until URA requires it, without moving to a different system later.

  • One record for pump sales, shop sales, stock and the daily cash-up, instead of a till, a stock book and an EFRIS screen kept separately.
  • Runs on a phone as well as a till, useful for a small station or a second pump island.
  • Multi-branch, if you run more than one station.
  • We can show it working before you commit to anything.

Meeting your EFRIS and VAT obligations stays your station's own responsibility either way. What a system changes is how much manual work it takes to meet them correctly, every shift.

Set this up first

A fuel station already has stock that can walk out of a tank and staff on every shift, so most of the usual free first steps still apply here, and you should move through them quickly rather than skip them.

  • Free or near free, whatever your size: register with URSB and get a TIN, get your trading licence, keep station money separate from personal money, keep a daily fuel and shop sales record, put the station on WhatsApp Business, and claim your free Google Business Profile so drivers find you on Maps; see how to add business to google maps uganda.
  • Once there is stock to lose and staff at the pump, which for most stations is already true: Growth Informer Business for pump and shop sales, stock and the daily cash-up, with EFRIS switched on since your sector already needs it; see pos system.
  • If customers search for the station, or you run a loyalty or fleet-account programme online: a website, , see how to create a business website uganda, with a monthly care plan at if you want it kept running. A single-pump station rarely needs this yet; a multi-branch chain usually does.
  • If your workflow, fleet billing across many pumps, multi-tank reconciliation, a loyalty scheme, needs something no ready-made tool covers: a custom build, quoted with .
  • If a penalty, assessment or audit has already landed: we are a URA-registered tax agent and can set EFRIS and VAT up properly, file, object and represent; see efris uganda guide.

Frequently asked questions

Do I need EFRIS for a fuel station?

Yes. Wholesale and retail of fuel is one of URA's 12 mandatory EFRIS sectors, required since 1 July 2025 regardless of VAT registration. The only exemption is turnover: below UGX 10,000,000 a year you are not required to use it, though you may switch it on voluntarily.

What are the EFRIS requirements for a fuel station?

You need a TIN and a URA portal account, an approved EFRIS registration choosing e-invoicing, an Electronic Fiscal Device or both, and a way to issue a document for every pump and shop sale. URA names fuel and gas stations specifically as a business type its EFD mode suits, because it keeps working offline and handles a high volume of small transactions through a shift.

How do I register for EFRIS?

Log in to the URA portal with your TIN and password, confirm the one-time password sent to you, choose first-time registration, select e-invoicing, EFD or both, add your branches, and submit for URA approval. Once approved, configure your products or services before you start issuing.

What is the EFRIS penalty for a fuel station?

From 1 July 2026, failing to use EFRIS, failing to issue an e-invoice or e-receipt, or tampering with a fiscal device carries a penal tax of double the tax due or UGX 200,000, whichever is higher. Using an EFRIS device that is not linked to or authenticated by URA is a separate offence, with a fine of up to UGX 6,000,000, up to 3 years in prison, or both.

Is there an EFRIS exemption for a small fuel station?

Yes, if your annual turnover is below UGX 10,000,000 you are not required to issue EFRIS e-receipts, though URA allows voluntary use. Most fuel stations sell well past that figure quickly, so treat the exemption as temporary rather than permanent.

What is the difference between an EFRIS e-receipt and an e-invoice?

An e-invoice is issued through EFRIS by a VAT-registered taxpayer; an e-receipt is issued by a taxpayer that is not VAT-registered. Both carry the same Fiscal Document Number, verification code and QR code, and both meet the sector 12 requirement for a fuel station.
