Bookkeeping Services in Uganda: From Notebook to Reconciled Books

If your books are in a notebook, a shoebox of receipts, or just in your head, we catch them up first, then leave you a routine simple enough to actually keep.

The short answer

Bookkeeping services means someone else records every sale, purchase, bank and mobile money movement into a reconciled cash book and ledger, and keeps doing it. Where the books are already behind, the job starts as catch-up bookkeeping: rebuilding the missing months from POS reports, bank and mobile money statements and whatever receipts survived, so you finally know your real profit and what you owe. Once current, we either hand you a routine simple enough to keep or run it monthly for you.

Being behind has a price even while nothing has gone wrong yet. URA expects accounts, invoices and receipts to be kept for 5 years after the end of the tax period they relate to, input VAT has a claim deadline that quietly expires, and small-business income tax is charged at a higher flat rate when you have no records to show. The three sections below put numbers on each of those. See what records URA expects for the full retention rules, and accounting services for the fuller monthly service once you are caught up.

What being behind actually costs, in shillings

Nobody falls behind on purpose. It happens because selling pays today and posting receipts does not. But three of the costs are calculable, and they are bigger than most owners expect.

  • The missing e-invoice: UGX 2,400,000 on a single UGX 5,900,000 purchase. Buy stock for UGX 5,900,000 including UGX 900,000 of VAT from a supplier who was required to use EFRIS and never issued an e-invoice, and two things happen. The UGX 900,000 of input VAT has nothing credible to support it, and under Income Tax Act section 22(3)(m) URA can disallow the UGX 5,000,000 expense outright, which at the 30% company rate is another UGX 1,500,000 of income tax. Chase the e-invoice before you pay, not at year end when the supplier has stopped answering.
  • The input VAT clock: 6 months from the invoice date. A VAT-registered business must apply for its input tax credit within 6 months of the date on the purchase invoice, or risk it being disallowed. Books eight months behind are not merely untidy: the oldest invoices in the pile may already be out of time, and no amount of catch-up work brings that money back.
  • An audit with an empty file. Records must be kept 5 years after the end of the tax period, and longer if an audit, objection or appeal starts before those five years run out. URA can select any business for review, and in an objection the burden of proof sits with the taxpayer to show the assessment is wrong. A business with no records is arguing from an empty file.

Two more costs are real but harder to price. Without cost of goods sold, rent, staff cost and mobile money charges properly recorded, cash coming in feels like profit while the business is losing money every month. And without a bin card or stock record counted against a physical count, theft and spoilage hide inside a gross margin nobody is watching.

How we catch up a set of books that has fallen behind

Catch-up starts with whatever you actually have, not with what you wish you had kept.

Where you are now, what we do, what changes
Where you are nowWhat we doWhat changes
A notebook or nothing at allRebuild the cash book from bank, mobile money and till statements, month by monthA reconciled cash book covering the full gap period
Receipts in a box, no ledgerSort, date-order and post every receipt to a proper sales or purchase day bookA ledger that ties to the receipts you actually have
A POS or till with no accounting behind itPull the sales and stock reports and reconcile them to bank and mobile moneySales, stock and cash figures that agree with each other
Some VAT or PAYE periods never filedFile the outstanding returns once the underlying records are reconstructedCurrent with URA, or a clear figure for what is owed if not

How far back we go depends on what survives and what you need it for. An audit already in progress needs the exact period URA has asked about reconstructed first, not your whole history. Bank and mobile money statements can usually be reprinted or re-downloaded even where the paper receipts are gone, which is why they are the first thing we ask for.

The one place where keeping records pays you directly

Most reasons to keep books are defensive. Presumptive tax is not. It is the income tax for a small business with turnover above UGX 10,000,000 and up to UGX 150,000,000 a year, and URA charges it two ways: a percentage of turnover if you have records, or a flat amount if you do not. The flat amount is always the higher one, so find your row and read across.

Three things to keep straight. Presumptive tax is the final tax on business income: no expense deductions and no loss relief, and only withholding tax and provisional tax already paid are credited against it. Professionals are excluded from the regime, and URA names medical, dental, engineering, accounting and architectural practices. And the VAT registration threshold is a different number entirely: it rose from UGX 150 million to UGX 300 million of annual taxable turnover on 1 July 2026, so crossing UGX 150 million no longer drags you into VAT. Rates from URA’s published table, checked September 2026. A four-band table charging 1% to 3% also circulates online: it is not URA’s, and using it will overstate your tax.

The simple routine we leave behind, so it does not slip again

Catch-up only holds if the next month does not fall behind the same way. The routine we leave, or run for you, is built on three sources: the POS or till, the bank statement, and the mobile money statement (MTN MoMo, Airtel Money). Every sale and every expense is recorded from one of those three, daily if possible and weekly at the latest, never from memory at month end.

  • A cash book split into cash, bank and mobile money, reconciled line by line to a physical count or a statement balance, with any difference investigated rather than the book figure adjusted to match.
  • Owner drawings posted as drawings, never folded into an expense line. Paying school fees or home rent straight out of the till without recording it is the single most common mistake that makes a set of books meaningless.
  • Mobile money transaction and withdrawal charges given their own expense line instead of disappearing into miscellaneous. Almost no system creates this account by default, and for a Ugandan SME it is a real recurring cost.
  • A petty cash float, commonly UGX 100,000 to 300,000, topped back up to the same amount each time it is reconciled, with a signed voucher for every withdrawal.
  • A stock record per product, counted physically against the book balance at least monthly, so shrinkage shows up as a number rather than a feeling.

A POS that produces the sales day book and the stock record from the same sale removes most of this manual work, which is what Growth Informer Business does if you are still writing sales in a book.

Set this up first, before bookkeeping is the right spend

Bookkeeping is not always the first thing a business needs. This is the real order, with what each step costs, and we are named only where we genuinely earn the money.

  • Register, and know the real fee. A URSB business name is UGX 90,000 in total: UGX 35,000 to reserve the name and UGX 55,000 to register it. A private company whose nominal share capital is UGX 5,000,000 or less costs UGX 105,000 to register, on top of the same UGX 35,000 name reservation, plus 0.5% stamp duty on the capital, so UGX 25,000 on UGX 5,000,000 of capital. A TIN is free from URA and takes about five minutes online if you hold a National ID. A KCCA or local council trading licence is not free: a Grade IV kiosk is UGX 6,000 a year, a Grade IV general shop UGX 31,500, a Grade I general shop UGX 210,000, a Grade I restaurant UGX 187,500, a mobile money kiosk UGX 20,000 to UGX 100,000 by grade. URSB and KCCA schedules, checked September 2026. Owners commonly report paying agents anywhere from about UGX 600,000 to several million shillings for the same registration errand, so ask for the official fee in writing first.
  • The free habits, from day one. Keep business money in its own account and its own mobile money line, write down every sale and expense the day it happens, put the catalogue on WhatsApp Business, and claim your Google Business Profile so the place shows on Maps. Claiming it costs nothing and most owners still pay someone to do it: how to add a business to Google Maps.
  • Once there is stock to lose or staff at the till: Growth Informer Business for sales, stock and the daily cash-up, with EFRIS switched on when URA requires it and left off until then.
  • Once customers look you up before they visit: a website , see how to create a business website in Uganda, with a monthly care plan at if you want it kept running.
  • When no ready-made tool fits the workflow: a custom build, , quoted per project.
  • When a penalty, assessment, records request or deadline is already live: that is where a URA-registered tax agent earns the fee, and it is the section below.

Be honest about where you are. A stall turning over UGX 500,000 a month needs the daily record, a separate money line and WhatsApp Business, not a paid bookkeeper and certainly not a website. A paid bookkeeper starts to make sense once turnover passes the UGX 10,000,000 a year presumptive threshold, or once there is stock and staff, whichever comes first. Our free business profit calculator will show you where you stand.

If URA has already asked for records, or a deadline is close

If a records request or an audit letter has already arrived, catching up has to happen fast and in the right order. Do these first, before you call anyone.

  • Reconstruct only the period URA named, not your entire history. Read the letter for the exact tax type, the exact period and the date the response is due, and send what was asked for and nothing else.
  • Start with the bank and mobile money statements for that period. They can usually be reprinted or re-downloaded, they carry dates and amounts nobody can dispute, and everything else can be built around them.
  • Flag the purchases with no EFRIS document from a supplier who should have issued one, and expect those expenses to be questioned under Income Tax Act section 22(3)(m). Knowing which ones they are before URA does is worth more than hoping they are missed.
  • Keep the file open. The 5-year retention rule extends: a record needed for an audit, objection or appeal that started before the five years expired must be kept until that proceeding is finished.
  • If it becomes an assessment you disagree with, you have 45 days from the date of the notice to object in writing with your grounds and evidence, and the burden of proof is on you. How a URA tax dispute works sets out the rest of the timetable.

This is our reading of the published rules, not tax advice; for a ruling on your own case go to URA or a registered tax adviser.

Where we come in: we are registered with URA as a tax agent, so we can reconstruct the period, file the outstanding returns, draft and lodge an objection, and represent you through it. We quote after seeing the letter and the records, never before. Send them on WhatsApp to +256 702 946 946.

How Growth Informer Software Services can help

We do catch-up bookkeeping and the monthly routine after it, working from whatever survives: POS reports, bank and mobile money statements, receipts, or genuinely nothing at all. Three months of gaps and three years of gaps are different jobs, so we quote after seeing the actual records, at a fixed price agreed before any work starts.

If the manual recording is the real problem, our own Growth Informer Business platform captures the sale, the stock movement and the URA EFRIS e-receipt in one action, so the cash book and stock record are a by-product of serving the customer rather than a second job at night. EFRIS is a setting you switch on when URA requires it and leave off until then. Ask on WhatsApp for a demo and the current plan.

Message us on WhatsApp at +256 702 946 946 with whatever you have. A photo of the notebook is a fine place to start. We reply within 6 hours and set up a meeting for the next day.

Frequently asked questions

What do bookkeeping services in Uganda actually include?

Recording every sale and expense from your POS, bank and mobile money statements into a reconciled cash book and ledger, then, if you want it, the VAT and PAYE returns filed from those same records. Catch-up bookkeeping does the same thing retroactively for months or years already behind.

How much does a bookkeeper for a small business cost in Uganda?

It depends on how far behind the books are and how many transactions there are a month, so we quote after seeing the actual records, at a fixed price agreed before work starts. A business turning over a few hundred thousand shillings a month usually does not need a paid bookkeeper yet.

What is a cash book service?

A running, dated record of every cash, bank and mobile money movement, split into separate sections for each, reconciled line by line to a physical count or statement balance rather than adjusted to match it. It is the single most important record a small Ugandan business keeps.

Do I need small business accounts if I am not VAT registered?

Yes, and it is worth money. Presumptive tax on turnover above UGX 10 million a year is charged as a percentage of turnover if you keep records and as a higher flat amount if you do not: at UGX 100 million of turnover that is UGX 500,000 with records against UGX 900,000 without, and at UGX 40 million it is UGX 130,000 against UGX 200,000. VAT registration is a separate question with its own UGX 300 million threshold from 1 July 2026.

How far back can bookkeeping be caught up?

As far back as records survive, or as far as a specific audit or dispute needs. Bank and mobile money statements can usually be reprinted even where paper receipts are gone. Note that input VAT has a 6 month claim deadline from the invoice date, so catching up does not always recover the tax, which is why we quote after seeing what needs reconstructing.
