EFRIS for Restaurants and Hotels in Uganda: the Rules That Apply

Restaurants, bars, hotels, guesthouses and lodges have had to issue EFRIS e-receipts or e-invoices since 1 July 2025, VAT registered or not. Here is exactly what changes at the till, the bar and the front desk, and how to comply without overspending.

The short answer

If you run a restaurant, bar, hotel, guesthouse or lodge in Uganda, you have had to issue EFRIS e-receipts or e-invoices since 1 July 2025, whether or not you are registered for VAT. This falls under URA's sector 7, "Accommodation and Food Service Activities", one of 12 sectors named in URA's notice on additional taxpayers required to use EFRIS.

The only way out is turnover: if your business earns under UGX 10,000,000 a year, you are not required to use EFRIS, though you may switch it on voluntarily. Above that, every bill at the table, every room folio and every bar tab needs to leave URA's system carrying a Fiscal Document Number, a verification code and a QR code, or it is not a valid EFRIS receipt.

Need EFRIS switched on for your restaurant or hotel?Send your business name, whether you're VAT registered, and what you currently use to take orders, bookings or payments, and we'll tell you what switching EFRIS on looks like for your till and your rooms.

The EFRIS requirements for this trade, with the date and the source

Here are the EFRIS requirements for restaurants, bars, hotels, guesthouses and lodges, with the exact date and the source. URA lists 12 sectors that must use EFRIS whether or not they are VAT registered, effective 1 July 2025. Sector 7 is "Accommodation and Food Service Activities", which covers this trade. This sits on top of the older rule that every VAT-registered business, in any sector, has used EFRIS since 1 January 2021.

The rule for this trade is: required since 1 July 2025, regardless of VAT registration, unless your annual turnover is below UGX 10,000,000 a year. Source: URA, "Additional taxpayers required to use EFRIS" (page dated 10 August 2026; the rule itself took effect 1 July 2025). One trade press report names the notice as URA General Notice No. 2218 of 2025; we have not independently verified that notice number, so confirm the exact citation with URA if you need it for a filing or a dispute.

The UGX 10 million exemption

If your restaurant, bar, guesthouse or lodge earns under UGX 10,000,000 a year, you are not required to issue EFRIS receipts. You can still switch it on voluntarily, and some small places do, because it makes the daily cash-up easier to trust. There is no separate, lower or higher threshold for this trade: the UGX 10,000,000 figure is the same one that applies across all 12 listed sectors. If you are not sure which side of that line your business sits on, work through do-i-need-efris before you decide.

E-receipt or e-invoice: what's the difference

URA uses two names for the same kind of document. If you are VAT registered, EFRIS issues an e-invoice. If you are not VAT registered, it issues an e-receipt. Most small and mid-sized restaurants, bars and guesthouses sit under Uganda's VAT registration threshold, which rose to UGX 300,000,000 a year from 1 July 2026 (see vat-in-uganda-guide and uganda-tax-changes-2026 for the full change), so most will be issuing e-receipts rather than e-invoices unless they choose to register for VAT voluntarily.

What changes day to day: tables, the bar, rooms and split bills

Every sale needs a document with a Fiscal Document Number, a verification code and a QR code, generated by EFRIS in real time. In a restaurant or bar that means the till, or the app you use to close a table, has to talk to EFRIS at the point the bill is settled, not written up later at the end of the night.

  • Table bills: each closed table generates one e-receipt or e-invoice, whether the guest pays cash, card or mobile money.
  • Bar tabs: the same applies at the bar till, including a tab that runs across an evening and is settled once at the end.
  • Split bills: EFRIS records the sale, not how the guests chose to divide the payment. A table split three ways is usually still one receipt for the table total, with the payments recorded separately. If your POS splits by item rather than by amount, confirm the receipting pattern with your provider.
  • Room folios: a guest's room charges (accommodation, meals, bar, laundry) that are only settled at check-out should be receipted through EFRIS at the point the folio is closed and paid, not charge by charge through the stay.

Room folios, service charge and tips

None of the sources we checked set out an EFRIS-specific rule for service charge or tips, so treat this as our reading, not a quoted URA rule: a service charge added to the bill is part of the sale value and should appear on the receipt like any other charge. A tip a guest chooses to leave separately from the bill is not part of the sale and would not normally go through EFRIS. Confirm the exact treatment with URA or your accountant before you set your POS tax codes, especially if a service charge is compulsory on your menu.

How to register for EFRIS

  1. Have a TIN and a URA web portal account with a password; EFRIS login uses your TIN and password.
  2. Log in at the URA portal, open the e-invoicing link, and enter the one-time password URA sends to your registered email or phone.
  3. Select "First time registration", choose e-invoicing, an Electronic Fiscal Device, or both, add any other branches, and submit for URA's approval.
  4. Once approved, register or configure your products and services, each dish, room type or bar item, with its price and tax code, so you can start issuing e-receipts or e-invoices.
  5. Pick how you will issue receipts day to day: the URA web portal, the desktop client application, the URA mobile application, an electronic fiscal device, or a system-to-system connection from your own POS.

For a restaurant or hotel with real transaction volume, URA itself lists hotels among the businesses that suit system-to-system integration, connecting a POS or property system directly to EFRIS rather than typing receipts into the portal one at a time. See efris-integration-uganda for how that connection is scoped and quoted.

The receipts and records this trade must keep

Beyond the receipt itself, keep records that would satisfy URA if it ever asks:

  • Every e-receipt or e-invoice you issue, with its Fiscal Document Number, verification code and QR code intact.
  • A buyer's Business Registration Number, National ID or TIN on any sale made for business purposes, such as a corporate event or a company account at your hotel.
  • Kitchen and bar stock records: what came in, what was used, and what is left, so your declared sales are consistent with what actually left the kitchen and the bar.
  • Credit notes for any bill that was cancelled, corrected or reduced after it was issued, raised through EFRIS against the original document rather than simply voided on paper. See efris-credit-notes-and-errors for how to fix a wrong receipt without creating a mismatch with URA.
  • Your UTB registration and annual licence alongside your KCCA or local council trading licence. A KCCA restaurant trading licence runs from about UGX 36,000 to UGX 187,500 a year depending on the licensing grade, and a bar, pub or inn from about UGX 45,000 to UGX 187,500, checked September 2026.

The mistakes that cost money

The most expensive mistake in this trade is usually not a fine, it is a lost deduction. Under Income Tax Act section 22(3)(m), you cannot claim an income tax deduction for an expense if the supplier was required to use EFRIS and did not give you a valid e-invoice or e-receipt. Buy your vegetables, drinks, linen or repairs from a supplier who was required to use EFRIS, and pay without demanding a receipt, and that cost stops being deductible.

As a worked illustration of the mechanism: a UGX 5,000,000 purchase with no e-invoice, disallowed as a deduction, costs an extra UGX 1,500,000 in income tax at the standard 30 percent corporate rate. Treat this as indicative only; the exact impact depends on your own accounts.

The EFRIS penalty from 1 July 2026

From 1 July 2026, a business required to use EFRIS that fails to use it, fails to issue an e-invoice or e-receipt, or tampers with a fiscal device, faces a penalty of double the tax due or UGX 200,000, whichever is higher (one currency point equals UGX 20,000). This is under the Tax Procedures Code (Amendment) Act 2026. Separately, URA's guidance describes acquiring a fiscal device that is not linked to or authenticated by URA as an offence carrying a fine of up to UGX 6,000,000, up to three years in prison, or both; that figure comes from URA's own brochure and was not checked against the newest amendments, so confirm it is still current before relying on it.

We found no fixed fine on a buyer who simply fails to ask for a receipt. Your own risk as a buyer is the lost deduction above, not a penalty on you directly.

If a penalty has already landed, or URA has asked for your records: find the deadline written on the notice or assessment and treat it as real, do not let it lapse. Pull together your sales records and any receipts you have for the period in question. If the deadline is only days away, contact URA directly first, on its toll-free line or WhatsApp, to understand exactly what is being asked, then get help with your records and your response if you need it.

This page explains the rule as we read URA's own published notices; it is not tax advice. For a ruling on your own business, confirm with URA or a tax adviser.

How to comply without overspending

You do not need expensive hardware to comply. URA's web portal and its desktop application carry no URA charge; you only pay for system-to-system integration or for an electronic fiscal device. A single-till bar or a small guesthouse can run EFRIS from a browser, or from a used laptop.

  • Used business laptop, to run the free portal or desktop app: about UGX 450,000 to 700,000 in Kampala, checked September 2026.
  • 80mm thermal receipt printer with auto-cutter, for the till or the kitchen: about UGX 300,000 to 750,000, typically around UGX 400,000, checked September 2026.
  • Cash drawer: about UGX 140,000 to 250,000, checked September 2026.
  • A basic starter kit, used laptop plus printer and drawer: about UGX 990,000 all in, checked September 2026, as an indicative total rather than a quote.

Set this up first

In order: register with URSB and get a TIN, sort your trading licence and your UTB registration, since restaurants, bars, hotels, guesthouses and lodges all need one on top of the trading licence, keep business money separate from personal money, keep a daily sales and expense record even if it is only a notebook, and set up WhatsApp Business with a catalogue plus a free Google Business Profile so the place shows on Maps (see how-to-add-business-to-google-maps-uganda). Once there is stock to lose, staff on the till, or more than a handful of sales a day, move to a proper till system such as Growth Informer Business, from UGX 1,000,000 a year for one business, with EFRIS switched on as a setting rather than a separate project. Once customers look you up before they arrive, add a website (see how-to-create-a-business-website-uganda) at , with a monthly care plan at if you want it kept running. If a penalty or an EFRIS deadline is already live for your business, that is when a URA-registered tax agent earns its place, not before: see efris-uganda-guide.

Doing it inside one system: Growth Informer Business

Growth Informer Business is our own live cloud POS, inventory and business-management platform. It runs on a phone, covers sales, stock, purchases and expenses across one or more branches, and has restaurant and hotel modules for kitchen orders, tables, rooms and bookings. We can show it working before you commit to anything.

EFRIS is a setting inside it, not a separate system to buy or learn. Growth Informer Business issues URA EFRIS e-receipts and e-invoices today, and you can switch EFRIS on when URA requires it, or earlier if you choose to start voluntarily, and leave it off until then, without changing systems. One till then covers the table bill, the room folio and the receipt URA expects, with your kitchen and bar stock records sitting in the same place as your sales.
