EFRIS for Consultants and Professionals in Uganda

Consultants, lawyers, accountants, engineers, clinics and agencies have had to issue EFRIS e-invoices or e-receipts since 1 July 2025, unless turnover is under UGX 10 million a year. Here is what changes in how you bill, and what it costs to get right.

The short answer

If you provide consulting, legal, accounting, engineering, marketing or other professional, scientific or technical services in Uganda, you have needed to issue EFRIS e-invoices or e-receipts since 1 July 2025, whatever your VAT status, unless your annual turnover is below UGX 10,000,000. URA groups this trade as sector 10, “Professional, Scientific and Technical Activities”, one of 12 sectors named in its EFRIS notice. Below that line, using EFRIS is voluntary, not required. Read the full mechanics in efris-uganda-guide, or check your own position with do-i-need-efris.

Separately, if you are VAT-registered, EFRIS has been compulsory since 1 January 2021, and from 1 July 2026 that duty catches any practice with taxable turnover above UGX 300,000,000 a year, up from UGX 150,000,000 (see vat-in-uganda-guide). A small practice under both thresholds is not yet required to use EFRIS, but crossing either one starts the clock, and issuing through a proper system, such as our own pos-system or a connection built to your existing software via efris-integration-uganda, is worth planning for before you cross it.

The rule, its date and its source

The legal basis for EFRIS is the Tax Procedures Code Act, cited by tax advisers as section 73A of the 2014 Act, renumbered section 92 in the 2023 revised Cap 343. It lets URA’s Commissioner General name, by notice in the Gazette, which taxpayers must issue e-invoices or e-receipts, or use a linked fiscal device. The detailed rules reportedly sit in regulations numbered S.I. No. 82 of 2020, a figure we have seen from only one source and have not confirmed against the Gazette itself.

The 12-sector rule that brought professional, scientific and technical services in is reported as URA General Notice No. 2218 of 2025, again from a single source we have not independently verified. What URA’s own EFRIS notice confirms directly is the effective date, 1 July 2025, and the UGX 10,000,000 turnover exemption. VAT-registered taxpayers in any sector have been under EFRIS since 1 January 2021, an older, separate duty under the same Act. The current EFRIS penalty, double the tax due or UGX 200,000 whichever is higher, took effect 1 July 2026 under the Tax Procedures Code (Amendment) Act 2026, replacing older fixed minimums of UGX 6 million to 8 million that some older articles still quote. Full registration steps are at how-to-register-for-efris. For a ruling on your own practice, URA’s notice and staff are the authority, not this page.

What changes day to day for consultants and professionals

Once EFRIS applies to your practice, five things change in how you bill and buy.

Invoicing per engagement

Every time you complete a piece of work and bill for it, whether that is a single opinion, a contract review, a set of accounts, an engineering inspection or a marketing campaign, that bill is a sale in URA’s eyes and needs its own e-invoice (if you are VAT-registered) or e-receipt (if you are not). When the client is a business, put its Business Registration Number, National ID or TIN on the document.

Retainers and milestones

URA’s public guidance does not spell out retainer or milestone billing specifically. Our reading is that each retainer payment or milestone invoice is a sale in its own right and should get its own e-invoice or e-receipt at the point you raise it, the same as a one-off engagement. If your firm bills in an unusual pattern, for example a large upfront retainer against work delivered over many months, confirm the exact treatment with URA or your tax adviser before you build your invoice templates.

Disbursements you charge on

Filing fees, travel, courier costs and expert or counsel fees paid on a client’s behalf and recharged to them are common in this trade. We did not find a published EFRIS rule dealing with disbursements specifically. Our reading is that once a disbursement is a line on the invoice you send the client, it forms part of the value you are invoicing and belongs on the same e-invoice or e-receipt as your fee. Treat this as our reading, not a ruling, and check it with URA or a tax adviser, particularly where the disbursement itself already carried VAT or an EFRIS document from the original supplier.

Foreign clients and exports of services

Professional services supplied to a client outside Uganda normally fall under URA’s export rule: 0 percent VAT is charged, but you can still claim input VAT on your own related purchases. That affects the VAT rate on the invoice, not whether you must issue it through EFRIS if your practice is otherwise required to use it. See vat-in-uganda-guide for how zero-rating works, and confirm the paperwork a specific export contract needs with URA.

Withholding tax

Two separate withholding rules can touch a professional fee. Income tax withholding on professional fees is 6 percent for a resident professional or 15 percent for a non-resident, deducted by the client and credited against your own income tax at year end; this did not change in the 2025 or 2026 tax Acts. Separately, from 1 July 2026, if your client is a designated VAT withholding agent, they no longer have to withhold VAT from your invoice once you issue it as a proper EFRIS e-invoice or e-receipt. The exact VAT withholding rate and threshold your client may otherwise apply were not confirmed against a primary URA source in our research, so ask your client, or URA, how they classify your engagement. See uganda-tax-changes-2026 for the fuller list of what changed this year.

The receipts and records this trade must keep

Keep every engagement letter, invoice, e-receipt, expense receipt and contract for 5 years after the end of the tax period it relates to, under the Tax Procedures Code Act. If a record is still needed for an audit, objection or appeal that started before the 5 years are up, keep it until that process is fully concluded, even if that runs past 5 years.

A genuine EFRIS document carries three things: a Fiscal Document Number (FDN), which acts as the official receipt or invoice number, a verification code, and a QR code. A document missing any of the three is not a valid EFRIS e-invoice or e-receipt. On a business sale it should also carry the buyer’s Business Registration Number, National ID or TIN. Records can be kept electronically rather than only on paper, which suits a practice that already emails invoices and stores files in the cloud.

The mistakes that cost money

The costliest mistake in this trade is not on the sales side, it is on the purchases side. Under Income Tax Act section 22(3)(m), you cannot claim an income tax deduction for an expense paid to a supplier who was required to use EFRIS if that supplier does not give you a proper e-invoice or e-receipt. As a worked illustration: a UGX 5,000,000 payment to a supplier who should have issued EFRIS, with no e-invoice or e-receipt to show for it, becomes non-deductible; at the standard 30 percent company income tax rate, that is roughly UGX 1,500,000 of extra tax on a single missed receipt. This is our illustration of the rule, not a quote from URA, so treat the exact figures as indicative.

On the sales side, failing to issue an e-invoice or e-receipt when you are required to, or tampering with a fiscal device, now carries a penalty of double the tax due or UGX 200,000, whichever is higher, from 1 July 2026. Cancelling or correcting an invoice the wrong way, instead of raising a proper credit or debit note against the original EFRIS document, is another common error; see efris-credit-notes-and-errors for how to fix a mistake without creating a bigger one.

If a penalty or assessment has already landed, or URA has asked for your records, the clock is already running: you have 45 days from the date of the notice to lodge a written objection, with your grounds and supporting evidence, through the URA portal or a URA office. Gather your invoices, e-receipts and engagement records for the period in question first, then object in writing before that date; URA can be reached on 0800 117 000 or WhatsApp 0772 140 000 for procedural questions. We are a URA-registered tax agent and can help set EFRIS and VAT up correctly, file returns, object to an assessment and represent you in a dispute, but confirming the deadline on your own notice with URA comes first.

How to comply cheaply

This trade suits the free EFRIS options well. Most consulting, legal, accounting and engineering practices issue a modest number of invoices a month, each for a meaningful amount, so you do not need a till or a barcode scanner. The URA web portal and its downloadable desktop client both carry no URA charge: you need only your TIN, your portal password and, for the portal, a one-time password that stays valid for 24 hours. The desktop client works offline and does not need the daily OTP, which suits a practice that travels to client sites.

If you do not already have a machine to run it on, a used business laptop, for example an HP EliteBook with a Core i5 processor, sells for about UGX 450,000 to 700,000 in Kampala, checked September 2026. That is often cheaper than the dedicated POS hardware built for a shop counter, which this trade does not need.

Set this up first

  • Free or near free, at every level: register with URSB and get a TIN, get your practising or trading licence, keep client money and firm money apart from your own, keep a daily record of what you invoice and spend, put your practice on WhatsApp Business with a list of services, and claim a free Google Business Profile so clients find you on Maps (see how-to-add-business-to-google-maps-uganda).
  • Once you have staff raising invoices, or more engagements than you can track by hand: Growth Informer Business for invoicing, retainers and the daily record, with EFRIS switched on when URA requires it of you.
  • Once clients look your practice up before they call: a website (see web-design-uganda), with a monthly care plan at if you want it kept running.
  • When your billing or client workflow needs something no ready-made tool handles: a custom build, priced at .
  • When a penalty, assessment or audit is already live: we are a URA-registered tax agent and can set EFRIS and VAT up, file, object and represent you (see vat-and-efris-disputes-uganda).

Doing it inside a system

Growth Informer Business is our own live cloud POS, inventory and business-management platform. For a professional practice it works as an invoicing and expense system: raise an invoice against an engagement or retainer, track what a client owes, record firm expenses, and run more than one office from the same account. EFRIS is a setting inside it, not a separate system: you switch it on when URA requires it of you, or earlier if you want to be ready, without changing how your practice works day to day. We can show it working before you commit to it.

If you already run a practice-management, billing or accounting system you do not want to replace, we connect it to EFRIS instead: we scope the connection against URA’s published specification and confirm it is feasible before we quote. See efris-integration-uganda. Meeting your EFRIS and VAT obligations remains your practice’s own responsibility; we are a URA-registered tax agent and can also help you set EFRIS and VAT up correctly, file your returns, and handle an objection if one becomes necessary, but for a ruling on your specific situation, URA or a tax adviser has the final word.

Frequently asked questions

Do I need EFRIS as a consultant or professional in Uganda?

Yes, since 1 July 2025, if you provide professional, scientific or technical services (URA's sector 10) and your annual turnover is UGX 10,000,000 or more, or if you are VAT-registered regardless of turnover. Below UGX 10,000,000 and not VAT-registered, using EFRIS is voluntary.

What are the EFRIS requirements for professional services?

You must issue an e-invoice for every engagement if you are VAT-registered, or an e-receipt if you are not, carry the buyer's Business Registration Number, National ID or TIN on business sales, and keep the underlying records for 5 years.

How do I register for EFRIS?

Log into the URA e-Tax portal with your TIN, enter the one-time password URA sends you, choose first-time registration, select e-invoicing, an electronic fiscal device or both, add your branches, and submit for URA approval. Once approved, configure your services before you issue anything.

What is the EFRIS penalty for professionals and consultants?

From 1 July 2026, failing to use EFRIS when required, failing to issue an e-invoice or e-receipt, or tampering with a fiscal device carries a penalty of double the tax due or UGX 200,000, whichever is higher.

Is there an EFRIS exemption for professional services?

Yes. If your annual turnover in this sector is below UGX 10,000,000 you are not required to use EFRIS, though you can switch it on voluntarily. VAT-registered practices have no turnover exemption; they must use EFRIS regardless of size.

What is an EFRIS e-receipt, and do I issue one or an e-invoice?

An e-invoice is issued through EFRIS by a VAT-registered taxpayer; an e-receipt is issued by one that is not VAT-registered. Both carry a Fiscal Document Number, a verification code and a QR code, and both count as your official invoice or receipt number.
