EFRIS for Landlords and Real Estate in Uganda

Real estate is one of the 12 sectors URA requires to use EFRIS, and most landlords, property managers and letting agents are now inside it. Here is exactly who must register, what changes on every rent receipt, and how to comply without overspending.

The short answer

Yes, most landlords, property managers and letting agents in Uganda must now use EFRIS. Real estate is sector 9 on URA's list of 12 sectors required to issue EFRIS e-invoices or e-receipts from 1 July 2025, whether or not you are VAT registered. URA's notice gives two exemption figures: the general sector rule exempts annual turnover below UGX 10,000,000, and its real estate line exempts landlords with rental income below UGX 2,820,000 a year. If your rental income sits between those two figures, confirm which one applies to you with URA before deciding not to register.

If you are already VAT registered, none of this is optional: every VAT-registered taxpayer has had to issue EFRIS e-invoices since 1 January 2021, regardless of turnover. If you are not VAT registered but your rental income or turnover clears the threshold above, you issue e-receipts instead. This page explains the rule as URA has published it; it is not tax advice, and for a ruling on your own numbers you should contact URA or a tax adviser.

The rule, and where it comes from

The legal basis for EFRIS sits in the Tax Procedures Code Act, which lets URA's Commissioner General name, by notice, the taxpayers who must issue e-invoices or e-receipts. URA named real estate as one of 12 sectors required to use EFRIS with effect from 1 July 2025, regardless of VAT registration status. The detail sits in a URA notice titled "Additional Taxpayers Required to Use EFRIS", most recently dated on URA's site as 10 August 2026, but the 1 July 2025 effective date has not changed. Treat any "new for 2026" framing you see elsewhere with caution.

Two figures matter for landlords specifically. URA's general rule across all 12 sectors exempts annual turnover below UGX 10,000,000 from the EFRIS requirement, and voluntary use is still allowed below that line. The same URA notice separately states that landlords earning rental income below UGX 2,820,000 a year are not required to issue EFRIS e-receipts. Both figures come from the same URA source. Which one governs a landlord whose rental income falls between them is our reading of a notice that states both, and is worth confirming with URA directly rather than assuming. If you are VAT registered, none of this changes anything: e-invoicing has been compulsory for every VAT-registered taxpayer since 1 January 2021. For the wider rules across every sector, see efris-uganda-guide; if your rental business is approaching the VAT threshold, vat-in-uganda-guide covers registration.

What changes day to day for landlords, agents and property managers

Once you are required to use EFRIS, every rent payment needs an EFRIS document, not a plain receipt book or a WhatsApp confirmation. If you are VAT registered you issue an e-invoice; if you are not, you issue an e-receipt. Either way, URA's system stamps it with a Fiscal Document Number, a verification code and a QR code, so a tenant can check it is genuine.

Where the tenant is a business, ask for and record its Business Registration Number, National ID number or TIN, since URA says the e-invoice or e-receipt should carry the buyer's identifier for a business sale. This is also what your tenant's accountant will ask you for, because their company needs that document to support its own expense claim, covered in the mistakes section below.

Two situations are not spelled out in URA's published notice, so treat the following as sensible practice rather than confirmed rule, and check your own approach with URA. A refundable deposit is arguably not rental income until it is applied to rent or forfeited, so it would make sense to issue the e-invoice or e-receipt only once it is earned, not when it is first collected. A service charge billed alongside rent, for common-area cleaning or security for example, looks like part of the same taxable supply and would normally sit on the same document as the rent. If an agent collects rent on behalf of an owner, URA's notice does not say whether the agent or the landlord should issue the tenant's EFRIS document; agencies commonly issue their own commission invoice separately from the landlord's rent receipt, but confirm the correct structure with URA before you build a process around it. do-i-need-efris can help you check where your own numbers land.

The receipts and records this trade must keep

Every EFRIS document you issue carries three things: a Fiscal Document Number that acts as the receipt or invoice number, a verification code, and a QR code a tenant can scan to check it. Keep a record that matches each tenant's rent to its own FDN, month by month, alongside your lease agreements and bank or mobile money statements. This is the file you or your bookkeeper will need if URA ever queries your rental income.

When rent is reduced, cancelled or corrected, for example after a rent-free period or a dispute, EFRIS uses a credit note raised against the original document rather than a fresh, unlinked receipt. See efris-credit-notes-and-errors for how to raise one without creating a mismatch URA can flag. The same logic is the safest way to handle a deposit refund once you have decided how you are treating deposits.

Separately from EFRIS, individual landlords still pay rental income tax at 12 percent of chargeable rental income above UGX 2,820,000 a year, and companies pay 30 percent; non-individual landlords can only deduct expenses and losses up to 50 percent of rental income. From 1 July 2026, individual landlords can choose to file their provisional rental income tax return monthly instead of only quarterly, which suits a landlord who would rather reconcile little and often against their EFRIS records.

The mistakes that cost money

The costliest mistake is often not the landlord's own: it is a tenant company that pays rent to a landlord who should be using EFRIS but does not get an e-invoice or e-receipt for it. Under Income Tax Act section 22(3)(m), that tenant cannot claim an income tax deduction for rent that is not backed by a valid EFRIS document when the landlord was required to issue one. As an illustration only, UGX 5,000,000 of disallowed expense costs a company paying the standard 30 percent corporate rate about UGX 1,500,000 in extra income tax, so a landlord who will not issue e-receipts is, in practice, a more expensive landlord to rent from.

For the landlord's own side, failing to use EFRIS when required, failing to issue a document, or tampering with a fiscal device carries a penalty of double the tax due or UGX 200,000, whichever is higher, from 1 July 2026, replacing older fixed minimums. No fixed penalty was found for a tenant that simply fails to ask for a receipt; their cost is the lost deduction above, not a fine. For the fuller list of what changed in the 2026 tax Acts, see uganda-tax-changes-2026.

If a penalty notice has already landed, or URA has written asking for your rental records, do not wait for the due date on the letter to pass. Read what period it gives you to respond, gather your EFRIS documents, lease agreements and bank statements for the periods in question, and reply or object within that window. You can reach URA directly on 0800 117 000, by email at services@ura.go.ug, or on WhatsApp at 0772 140 000. For a ruling on a specific notice, or before you decide whether to object, get URA or a tax adviser to confirm your position; this page is not tax advice.

How to comply cheaply

Registering costs nothing beyond your time. You need a TIN and a URA web portal account; log in, open the e-invoicing link, enter the one-time password URA sends you, choose "first time registration", pick e-invoicing, an Electronic Fiscal Device or both, add any other places of business, and submit for URA approval. Once approved, configure your properties or units as goods or services in EFRIS before you issue your first document.

Day to day, URA charges nothing for the two simplest ways to issue: the web portal, which needs only a browser, your TIN, your password and a fresh one-time password every 24 hours; and the downloadable desktop application, which works offline and does not need the daily password. For a landlord with a handful of units, either is enough; you do not need dedicated POS hardware. If you do not already own a suitable computer, a used business laptop such as a refurbished HP EliteBook sold for roughly UGX 450,000 to 700,000 in Kampala as of September 2026 is enough to run either free option.

Set this up first

  1. Free, right away, whatever your portfolio size: register with URSB and get a TIN if you have not already, get your trading licence, keep rental income separate from personal money, keep a daily record of rent received and expenses paid, and put your letting or agency business on WhatsApp Business. If tenants search for your agency online, add a free Google Business Profile so it shows on Maps, see how-to-add-business-to-google-maps-uganda; a landlord with one or two units letting privately usually does not need this yet.
  2. Once you are managing enough units, staff or tenants that spreadsheets and paper files start slipping: Growth Informer Business for rent collection, records and the daily cash-up, with EFRIS switched on when it applies to you, see pos-system.
  3. Once prospective tenants or landlords look your agency up before calling, or you let past your own network: a website, , with a monthly care plan at if you want it kept running. A landlord letting one or two units directly rarely needs this.
  4. If your portfolio or agency needs a tenant portal, booking system or workflow no ready-made tool covers: a custom build, priced with a quote once we see what you need.
  5. If a penalty, assessment or URA query has already landed: we are a URA-registered tax agent and can set EFRIS and VAT up, file, object and represent, see vat-and-efris-disputes-uganda.

EFRIS itself is a registration and a habit, not a purchase, until your portfolio, staff or tenant volume is large enough that a system running the whole business, not just the receipts, starts paying for itself; the next section covers what that looks like.

Doing it inside a system

Once you are managing enough units, staff or tenants that spreadsheets and paper files start slipping, EFRIS works better as a setting inside a system than as a separate task. Growth Informer Business is our own live cloud point-of-sale and business-management platform; it issues URA EFRIS e-receipts and e-invoices today, and EFRIS is simply a switch a property manager or letting agency can turn on when URA requires it, or earlier if they choose, without changing systems later. It handles multiple branches too, which suits an agency managing several buildings or estates from one office. See pos-system for how it works, and we can show it running before you commit to anything.

If you already run your own property management software, an accounting package, or a custom-built system, we scope each connection to EFRIS against URA's published specification and confirm it is feasible before quoting; see efris-integration-uganda. We are also registered with URA as a tax agent, so if you would rather have EFRIS and VAT set up and taught on your own systems, or a penalty, assessment or URA query needs a response, we can help with that too. We quote after seeing your notice or your books; message us on WhatsApp and tell us what has landed and by when it is due, and we reply within 6 hours and set up a meeting for the next day.

Frequently asked questions

Do landlords need EFRIS in Uganda?

Most do. Real estate is one of 12 sectors URA requires to use EFRIS from 1 July 2025, whether or not you are VAT registered. The exemption is rental income below UGX 2,820,000 a year, and URA's general sector rule also exempts turnover below UGX 10,000,000. Confirm with URA which applies if your numbers sit between the two.

What are the EFRIS requirements for landlords and property managers?

You need a TIN and a URA portal account, EFRIS registration approved by URA, your units or properties configured as goods or services, and then an e-invoice (if VAT registered) or e-receipt (if not) issued for every rent payment, each carrying a Fiscal Document Number, a verification code and a QR code.

How do I register for EFRIS as a landlord?

Log into the URA e-Tax portal with your TIN, open the e-invoicing link, enter the one-time password URA sends you, choose first-time registration, pick e-invoicing, an Electronic Fiscal Device or both, then submit for URA approval before configuring your properties and issuing your first document.

What is the EFRIS penalty for landlords who do not comply?

From 1 July 2026, failing to use EFRIS when required, failing to issue a document, or tampering with a device carries a penalty of double the tax due or UGX 200,000, whichever is higher. A tenant who is not given a valid e-invoice or e-receipt does not face that penalty themselves, but loses the income tax deduction on that rent.

Is there an EFRIS exemption for landlords?

Yes. Landlords earning rental income below UGX 2,820,000 a year are not required to issue EFRIS e-receipts, though they can register voluntarily. This is separate from the general UGX 10,000,000 turnover exemption that applies across all 12 EFRIS sectors.

What is an EFRIS e-receipt, and do landlords issue e-invoices or e-receipts?

An e-invoice is issued by a VAT-registered landlord; an e-receipt is issued by one who is not VAT registered. Both are generated by EFRIS and carry a Fiscal Document Number, a verification code and a QR code that a tenant can use to check the document is genuine.
