EFRIS for IT and Software Companies: What Uganda Requires

Information Technology and Communication is sector 8 of URA's EFRIS list. Here is who this covers, the exemption, and what changes on your invoices this week.

The short answer

If you sell software, IT services, hosting, telecom or communication services from inside Uganda, you almost certainly need EFRIS. Uganda Revenue Authority named Information Technology and Communication as sector 8 of the 12 sectors required to issue EFRIS e-invoices or e-receipts from 1 July 2025, whether or not you are VAT registered. If you are already VAT registered, in any sector, you have needed to issue e-invoices through EFRIS since 1 January 2021.

The one carve-out in sector 8 is for non-resident digital service providers who pay Uganda's tax on digital services. If that is not you, and your annual turnover is UGX 10 million or more, you are required to issue an EFRIS document for every sale. Below UGX 10 million, EFRIS is voluntary for you. This is our reading of URA's published notice; confirm your own position with URA or a tax adviser before you register or deregister. See efris-uganda-guide for how EFRIS works across every sector, and do-i-need-efris to check your own case in a few questions.

  • VAT registered, any sector: EFRIS e-invoicing required since 1 January 2021.
  • IT, software, telecom or communication business, turnover UGX 10 million or more a year: EFRIS required since 1 July 2025, VAT registered or not.
  • Non-resident digital service provider paying Uganda's tax on digital services: excluded from the sector 8 rule.
  • Turnover under UGX 10 million and not VAT registered: EFRIS is optional for now.

Who sector 8 covers, and the exemption

Sector 8, Information Technology and Communication, is one of the 12 sectors URA named in a notice effective 1 July 2025. In practice it covers software companies, app and web developers, IT consultancies, hosting and cloud providers, telecoms, internet service providers, and media and communication businesses operating in Uganda. The rule applies regardless of your VAT status. It does not turn on turnover for VAT-registered businesses: if you are VAT registered you must use EFRIS whatever you sell and whatever your turnover.

The sector 8 exclusion is narrow: it is for a non-resident digital service provider that pays Uganda's tax on digital services. That tax used to be a flat 5 percent Digital Service Tax; from 1 July 2025 it was replaced for most providers by a 15 percent final withholding tax on the gross payment. URA's own EFRIS notice, last updated 10 August 2026, still uses the older "digital service tax" wording for this exclusion. If your business is a non-resident digital service provider, confirm with URA which regime currently applies to you and whether that keeps you outside the sector 8 EFRIS rule. If you are a Uganda-registered IT or software company, this exclusion does not apply to you, even if most of your customers pay you from abroad.

Below UGX 10 million of annual turnover, the sector 8 rule does not force you into EFRIS; you can still choose to use it. Above that figure, or the moment you register for VAT, EFRIS stops being optional. For the wider VAT picture, standard rated at 18 percent, and the VAT registration threshold that doubled to UGX 300 million from 1 July 2026, see vat-in-uganda-guide.

EFRIS questions IT and software businesses ask, and what to do
Question this trade asksThe answerWhat to do
Are we required to use EFRIS?Yes, if VAT registered (since 2021), or if you are an IT, software or communication business turning over UGX 10 million or more a year (since 1 July 2025).Check your VAT status and last 12 months' turnover, then register on the URA portal.
What if our only customers are abroad? You are still the resident seller, so in our reading you still issue the e-invoice or e-receipt; the sale may separately be zero-rated for VAT.Confirm export invoice treatment with URA before you file a return.
Do subscriptions need a new receipt every month? In our reading, yes: each billing cycle is a separate sale.Set your billing system to issue an EFRIS document on every renewal, not only the first one.
What happens if we buy a service without getting an e-invoice?You lose the income tax deduction for that cost, under Income Tax Act section 22(3)(m).Ask every sector 8 or VAT-registered supplier for an e-invoice or e-receipt before you pay.
What is the penalty for not using EFRIS?From 1 July 2026, double the tax due or UGX 200,000, whichever is higher.Register now if you meet the threshold; do not wait for an assessment to land.

How to register for EFRIS

Registering follows the same process for every sector. You need a TIN and a URA web portal account before you start.

  1. Log in to your TIN account on the URA portal and open the e-invoicing link.
  2. Enter the one-time password URA sends to your registered email or phone.
  3. Choose "First time registration", then pick whether you will use e-invoicing, an Electronic Fiscal Device, or both, and add any branches.
  4. Submit the application and wait for URA to approve it.
  5. Once approved, register or configure your products or services, meaning the goods and services codes, units, prices and tax rates you will bill against.
  6. Pick how you will issue documents day to day: the free web portal, the free desktop client app, the URA mobile application, system-to-system integration of your own billing or CRM system, or an Electronic Fiscal Device.
  7. Use URA's self-help video tutorials and user guides to learn the system, or call URA on 0800 117 000 or WhatsApp 0772 140 000 if you get stuck.

URA does not publish a registration fee for any of this. What you pay for, if anything, is your own choice of issuing method: the portal and desktop app carry no URA charge, while connecting your own system to EFRIS is a cost you or your software provider carry.

What changes day to day in this trade

Most EFRIS guidance is written for shops selling physical stock. An IT or software business sells differently, and the sheets we researched do not give URA-specific rulings for every case below. Where we say "our reading", treat it as a sensible starting position to confirm with URA or a tax adviser, not a quoted rule.

Subscriptions and recurring invoices

In our reading, each billing cycle is its own sale, so each renewal needs its own e-invoice or e-receipt, not one document covering a whole year. If you bill annually in advance, confirm with URA whether that single upfront payment is issued as one document or whether URA expects it split by the period it covers.

Foreign customers

If your business is Uganda-registered and falls under sector 8, you remain the resident seller even when the customer sits outside Uganda. In our reading, you still issue the e-invoice or e-receipt for that sale. Separately, an export of services is zero-rated for VAT, meaning 0 percent VAT is charged but you can still claim input VAT on related purchases. Whether the sale is zero-rated is a VAT question; whether you must issue an EFRIS document is an EFRIS question, and both apply.

App store and gateway fees

Money that Google Play, Apple's App Store or a payment gateway deducts before it reaches you is their commission, a cost to your business. In our reading, the e-invoice or e-receipt you issue to your own customer should still show the full price the customer paid, not the smaller amount you actually received after the store or gateway's cut. Confirm with URA how they expect commission taken at source to be treated for VAT and for your turnover test.

Support retainers

A monthly support or maintenance retainer is a recurring service sale, so the same logic as a subscription applies: in our reading, each retainer payment should carry its own EFRIS document.

A cash flow reason to get this right

From 1 July 2026, a client who is a designated VAT withholding agent, mostly large corporates and government bodies, no longer has to withhold VAT from your invoice if you give them a proper e-invoice or e-receipt. That is a reason to get EFRIS issuing correctly on every invoice, not only a compliance box to tick.

The receipts and records this trade must keep

Keep these, and you can answer most questions URA or your own accountant will ask.

  • The Fiscal Document Number, verification code and QR code on every e-invoice or e-receipt you issue. These three together are what makes a document a genuine EFRIS document.
  • Your buyer's Business Registration Number, National Identification Number or TIN on any invoice for a business sale, not a walk-in personal sale.
  • Every e-invoice or e-receipt you receive from your own suppliers, especially ones in a VAT-registered or sector 8 business, since these protect your income tax deduction for that cost.
  • A reconciliation between your subscription or billing schedule and the EFRIS documents issued against it, so a missed renewal shows up quickly.
  • Credit notes and debit notes raised against the original document when a sale is cancelled, reduced, corrected, or goods or a service is refunded. URA recognises a credit note in the same month as the original invoice, not the month URA approves it. Getting this wrong is one of the more common EFRIS errors; see efris-credit-notes-and-errors for how to fix one.
  • If you are VAT registered, your input VAT claims within 6 months of the purchase invoice date, since a late claim is at risk of being disallowed.

The mistakes that cost money

Three mistakes show up most often in this trade.

Not registering once you cross the line

From 1 July 2026, the penalty for a business required to use EFRIS that fails to, fails to issue a document, or tampers with a fiscal device, is double the tax due or UGX 200,000, whichever is higher. This figure has changed more than once; see uganda-tax-changes-2026 for the fuller list of what changed this year. Separately, acquiring an electronic fiscal device that is not authenticated by URA is an offence with a fine of up to UGX 6,000,000, up to 3 years in prison, or both.

Paying a supplier and never asking for the e-invoice

A business cannot claim an income tax deduction for an expense that is not backed by an EFRIS e-invoice or e-receipt, where the supplier was required to issue one, under Income Tax Act section 22(3)(m). For example, a company that pays UGX 5,000,000 to a sector 8 supplier who was required to issue an e-invoice but does not, cannot deduct that expense. At the standard 30 percent company income tax rate, that is roughly UGX 1,500,000 more income tax paid than if the invoice had been issued, on that one cost alone. No fixed fine was found for the buyer beyond this lost deduction, which is exactly why it gets missed.

Missing the 2026 change to software and royalty payments

If you licence software from a foreign vendor, note that from 1 July 2026 software was added to the legal definition of royalties, and royalty payments to a non-resident, including software licence fees, now attract a 15 percent withholding tax on the gross amount that you as the payer must withhold and remit.

If a penalty has already landed, a records request has come in, or a deadline is days away: do not wait. Check the notice for the exact tax period and deadline it names, gather the EFRIS documents and bank records for that period, and either respond to URA yourself or get help before the date passes. Growth Informer Software Services is registered with URA as a tax agent, and we can set up EFRIS and VAT properly, file returns, object to an assessment, or represent you in a dispute. We quote after seeing your notice or your books; we do not guarantee an outcome, and we are not affiliated with or endorsed by URA.

How to comply without overspending

You do not need expensive hardware to comply. URA's own web portal and its desktop client application carry no URA charge; you pay only for the computer or phone you already have. The portal needs an internet connection and a one-time password valid for 24 hours; the desktop app can work offline and does not need the daily OTP. What you pay for is a system-to-system connection if you plug EFRIS into your own billing or CRM software, or an Electronic Fiscal Device if that suits your business better, neither of which most software companies need on day one.

For a small IT or software business issuing a handful of invoices a month, the free portal or desktop app is enough to start. Once you are issuing dozens of subscription renewals or retainer invoices a month, doing that by hand in the portal gets slow and error-prone fast, and that is when a system-to-system connection or a billing platform that issues EFRIS documents automatically starts to pay for itself.

Set this up first

  1. Free or near free, at every level: register with URSB and get a TIN, get your trading licence, keep business money separate from personal money, keep a daily sales and expense record, and set up WhatsApp Business with a catalogue and a free Google Business Profile so clients can find you.
  2. Once you have staff issuing invoices, or more than a handful of sales a day: Growth Informer Business for sales, invoicing and the daily cash-up, with EFRIS switched on when URA requires it.
  3. Once clients look you up before they buy, or you sell past personal referrals: a website from UGX 1,000,000, with a monthly care plan at if you want it kept running.
  4. When your billing or subscription workflow is one no ready-made tool handles: a custom build, priced at after we scope it.
  5. When a penalty, assessment or audit is already live: we are a URA-registered tax agent and can set EFRIS and VAT up, file, object and represent you.

A one or two-person software shop billing a handful of retainers a month needs records and the free portal, not a system-to-system integration. Spend on integration once the manual work of issuing documents by hand actually costs you time every week.

Doing this inside a system

If you already run your own billing platform, CRM or accounting system, connecting it to EFRIS is a system-to-system integration: your software talks to URA's API directly, and every invoice you raise gets its Fiscal Document Number, verification code and QR code automatically. We scope each connection against URA's published specification and confirm feasibility before we quote. We are not URA accredited or certified, and meeting your fiscal obligations stays your own business's responsibility, not ours. See efris-integration-uganda for how that scoping works.

If you would rather run sales, invoicing and stock in one place instead of stitching EFRIS onto what you already have, Growth Informer Business, our own live cloud POS and business-management platform, already issues URA EFRIS e-receipts and e-invoices today. EFRIS is a setting you switch on when URA requires it, or voluntarily before then, and leave off until you need it, without changing systems later. We can show it working before you commit to anything.

Frequently asked questions

What are the EFRIS requirements for IT and software companies in Uganda?

If you are VAT registered, EFRIS has applied to you since 1 January 2021, whatever you sell. If you are an IT, software, telecom or communication business with annual turnover of UGX 10 million or more, EFRIS has applied to you since 1 July 2025 as part of URA's sector 8 rule, whether or not you are VAT registered.

Do I need EFRIS as a software company?

Almost certainly yes, once you are VAT registered or your turnover passes UGX 10 million a year. Below that turnover and outside VAT, EFRIS is voluntary for now. Use our free do-i-need-efris checker to see where your own business sits before you decide.

How do I register for EFRIS?

Log in to the URA portal with your TIN, enter the one-time password URA sends you, choose first time registration, pick e-invoicing or an Electronic Fiscal Device or both, submit for URA approval, then configure your products or services once approved. There is no URA registration fee.

What is the EFRIS penalty for IT and software companies?

From 1 July 2026, the penalty for a business required to use EFRIS that does not, or that fails to issue a document, is double the tax due or UGX 200,000, whichever is higher. This figure has changed more than once, so treat older numbers you find online as out of date.

Is there an EFRIS exemption for IT and software companies?

Two exemptions apply. Turnover below UGX 10 million a year makes EFRIS voluntary rather than required. Separately, a non-resident digital service provider that pays Uganda's tax on digital services is excluded from the sector 8 rule; this does not apply to a Uganda-registered software company, even one that sells mostly to foreign customers.

What is an EFRIS e-receipt, and how is it different from an e-invoice?

An e-invoice is issued through EFRIS by a VAT-registered taxpayer; an e-receipt is issued by a taxpayer who is not VAT registered. Both carry a Fiscal Document Number, a verification code and a QR code, which is how a buyer can tell a genuine EFRIS document from one that was not issued through the system.
