EFRIS for Construction and Contractors in Uganda

Construction is one of URA's 12 mandatory EFRIS sectors, in force since 1 July 2025. Here is who must comply, what changes on site, and what a missed e-invoice costs you in lost tax deductions.

The short answer

Yes, EFRIS applies to construction in Uganda in most cases. If your construction business is VAT-registered, it has had to issue EFRIS e-invoices since 1 January 2021, the date EFRIS became mandatory nationwide for VAT-registered taxpayers. On top of that, since 1 July 2025 URA's 12-sector rule names Construction as sector 5: every construction business, VAT-registered or not, must issue EFRIS e-invoices or e-receipts, unless its annual turnover is below UGX 10,000,000 a year. Below that line EFRIS is voluntary, not compulsory.

The same 1 July 2025 date and UGX 10 million line apply to engineers, architects and quantity surveyors (sector 10, Professional, Scientific and Technical Activities). A materials supplier is different: general hardware and building materials trade is not one of the 12 sectors, so it only needs EFRIS once it is VAT-registered, not simply for crossing UGX 10 million in turnover, unless it deals in fuel, which is sector 12. Miss an e-invoice on a purchase and the cost is not only a possible penalty: under Income Tax Act section 22(3)(m) you lose the income tax deduction on that expense outright. This is what URA has published as at September 2026; for how it applies to a specific contract, confirm with URA or a tax adviser using do-i-need-efris.

EFRIS requirements for construction, and do you need it

EFRIS rests on the Tax Procedures Code Act (usually cited as section 73A, renumbered section 92 in the revised Cap 343), which lets URA's Commissioner General name by Gazette notice the taxpayers who must issue e-invoices or e-receipts through EFRIS. Two separate obligations sit on top of each other for a construction business.

  • VAT registration. Every VAT-registered taxpayer has had to issue EFRIS e-invoices since 1 January 2021. If your firm is VAT-registered, this already applies to you, whatever sector you work in.
  • The 12-sector rule. Since 1 July 2025, URA requires businesses in 12 named sectors to issue e-invoices or e-receipts whether or not they are VAT-registered. Construction is sector 5. Engineers, architects and quantity surveyors sit in sector 10. A general hardware or building materials supplier is not one of the 12 sectors (only wholesale and retail of fuel is, as sector 12), so it needs EFRIS through VAT registration, not through this sector rule, unless it specifically sells fuel.

The turnover exemption is UGX 10,000,000 a year: a construction business under that line does not have to issue e-invoices or e-receipts under the sector rule, though it can do so voluntarily. This exemption does not help a VAT-registered contractor, since VAT registration brings its own EFRIS duty regardless of turnover, and it does not extend the sector rule to a materials supplier outside the 12 sectors. For the general VAT registration line itself, see vat-in-uganda-guide: it rose from UGX 150 million to UGX 300 million of annual taxable turnover from 1 July 2026.

What changes day to day: progress invoices, retention, advances and subcontractors

Construction billing rarely looks like one clean sale. URA's public EFRIS notice, read plainly, requires an e-invoice or e-receipt for a taxable supply as you bill for it, but it does not set out separate rules for progress invoices, retention or mobilisation advances. Treat the points below as our reading of the general rule, not a ruling: confirm the detail with URA or a tax adviser before you set a policy.

  • Progress invoices. Each certified progress invoice or interim payment certificate is a bill for work done in that period. If you are required to use EFRIS, the natural reading is to issue it as an e-invoice or e-receipt at the point you raise it, the same as any other sale.
  • Retention. Retention money is usually held back from a certified sum until practical completion or the defects period ends. URA's notice does not separately state whether the retained portion is invoiced now or when it is finally released. The cautious approach is to record the full certified value now and confirm the timing for retained amounts with URA.
  • Advance and mobilisation payments. An advance is still a payment under the contract, so the safer assumption is that it needs an e-invoice or e-receipt when it is raised or received, not only once the whole project is complete.
  • Subcontractors. A subcontractor who is separately required to use EFRIS, VAT-registered or in construction with turnover above UGX 10 million, issues its own e-invoice or e-receipt to you for its share of the work. You then issue your own e-invoice or e-receipt to your client for the full contract value, including the subcontracted portion.
  • Materials bought without an e-invoice. A hardware supplier or materials dealer who is VAT-registered, or who is itself in one of the 12 EFRIS sectors, must give you an e-invoice or e-receipt. If they do not, and URA required them to issue one, you lose the income tax deduction on that purchase.
  • Site offices with poor internet. EFRIS has an offline option. The desktop client application, downloaded from the URA portal, needs no daily one-time password and can keep issuing while the connection is down, unlike the web portal. A POS or ERP connected by system-to-system integration can also work offline and upload once you are back online.

The receipts and records this trade must keep

Every EFRIS e-invoice or e-receipt URA issues back to you carries three things: a Fiscal Document Number (FDN), which is the official receipt or invoice number, a verification code, and a QR code. A document without all three is not an EFRIS document, and neither is a plain paper receipt from a business required to use EFRIS.

  • For a business sale, materials to another company, or a contract to a corporate client, the e-invoice or e-receipt should carry the buyer's Business Registration Number (BRN), National Identification Number (NIN) or TIN.
  • Correcting a sale, a lower certified value, a cancelled contract or returned materials goes through a credit note, or a debit note for returned goods, raised against the original e-invoice or e-receipt inside EFRIS, not a fresh, unlinked document. See efris-credit-notes-and-errors for how to raise one and fix a wrong invoice.
  • If you are VAT-registered, claim input VAT on materials and subcontractor invoices within 6 months of the invoice date. Claim later and the input VAT is at risk of being disallowed.
  • Keep a stock or materials-in record where EFRIS asks for one; URA's system reduces recorded stock as each e-invoice or e-receipt is issued against it.
  • File your VAT return and pay any VAT due within 15 days after the end of each month, in practice by the 15th of the following month.

The mistakes that cost money

From 1 July 2026, the penalty for failing to use EFRIS when required, failing to issue an e-invoice or e-receipt, or tampering with a fiscal device, is double the tax due or UGX 200,000, whichever is higher. This replaced the older fixed minimums of UGX 6 million to 8 million. See uganda-tax-changes-2026 for the rest of what changed this year.

The bigger day-to-day cost sits on the buying side. Under Income Tax Act section 22(3)(m), you cannot claim an income tax deduction for an expense that was not backed by an EFRIS e-invoice or e-receipt when the supplier was required to issue one. As a worked illustration only: pay UGX 5,000,000 to a construction supplier who should have issued an e-invoice and does not, and you cannot deduct that UGX 5,000,000. At the 30 percent company income tax rate, that is roughly UGX 1,500,000 in extra tax on a purchase that should have cost nothing extra.

  • Acquiring or using an electronic fiscal device that is not linked to or authenticated by URA is an offence: a fine of up to UGX 6,000,000, up to three years in prison, or both.
  • No fixed penalty was found for a buyer who simply does not ask for an e-receipt. The real cost is the lost deduction above, not a fine.
  • Late VAT filing carries a UGX 200,000 penalty plus interest of 2 percent a month, compounded, on whatever is unpaid.

None of this is a ruling on your specific contracts. If your problem is already live, act on the deadline first.

  • A penalty has landed. Read the assessment for the tax period and the amount, then respond or object within the window URA gives you, usually stated on the notice itself. Do not ignore it while you look for advice.
  • URA has asked for records. Gather the EFRIS e-invoices or e-receipts, and the FDNs, for the period URA is asking about before the date on their letter.
  • A filing deadline is days away. VAT is due by the 15th of the following month regardless of any dispute; file and pay what you can on time and correct it afterward, since late filing alone carries its own UGX 200,000 penalty plus interest.

How to comply cheaply, and how to register

EFRIS registration itself costs nothing at URA. You need a TIN and a URA portal password to log in. From the portal's e-invoicing link, enter the one-time password URA sends you, select first-time registration, choose e-invoicing, an Electronic Fiscal Device (EFD), or both, add any branches or sites, and submit for approval. Once approved, configure your goods or services, codes, units, prices and tax rates, before you can issue anything.

How you issue day to day depends on your setup.

  • URA web portal. No URA charge, needs any computer or phone with a browser and internet, and a fresh one-time password every 24 hours. Fits a small site office with a handful of invoices a month.
  • Desktop client application. Free to use, downloaded from the portal, runs on a laptop, no daily OTP, and keeps issuing when the internet drops. A used business laptop, an HP EliteBook with a Core i5, sells for about UGX 450,000 to 700,000 in Kampala as of September 2026, well within reach of a small contracting firm.
  • System-to-system integration. Your own POS, ERP or accounting software connects to EFRIS through URA's API. This suits a contracting business already running stock, purchases and multi-site accounts through one system.
  • Electronic Fiscal Device (EFD). A URA-certified device, suited to a business that sells in the field or on the move rather than from one office.

URA's help line is 0800 117 000, email services@ura.go.ug, or WhatsApp 0772 140 000, and it publishes self-help video tutorials and user guides. Budget a day for registration and approval, and another to learn issuing before you rely on it for a live contract.

Doing this inside a system

Growth Informer Business, our own live cloud point-of-sale, inventory and business-management platform, issues URA EFRIS e-receipts and e-invoices today. EFRIS is a setting you switch on when URA requires it, or earlier if you choose to, and leave off until then, without changing systems. It runs sales, stock, purchases, expenses and multi-branch accounts from a phone, which suits a contracting business buying materials across several sites. See pos-system.

If you already run a different POS, ERP or accounting system and want it connected to EFRIS, we scope the connection against URA's published specification and confirm feasibility before quoting, rather than promising a fixed price up front. See efris-integration-uganda. Meeting your EFRIS and VAT obligations stays your own responsibility as the business; connecting your system is what we help with.

Growth Informer Software Services is also registered with URA as a tax agent. If a penalty has already landed, URA has asked for records, or a filing deadline is close, we can set up EFRIS and VAT on your own systems, file returns, and represent you in an objection or dispute. We quote after seeing the notice or the books, never a fixed number in advance.

Set this up first

Do these in order. Free steps first, paid help only where it earns its place at your stage.

  1. Free or near free: register with URSB and get a TIN, get your trading licence, keep business money apart from personal money, keep a daily record of site expenses and materials, put your business on WhatsApp Business with a catalogue, and claim a free Google Business Profile so clients find you on Maps. See how-to-add-business-to-google-maps-uganda.
  2. Once you are handling stock across sites, staff on payroll, or more than a handful of purchases and sales a day: pos-system for stock, purchases and the daily cash-up, with EFRIS switched on when URA requires it.
  3. Once clients search for you before they call: a website from UGX 1,000,000, see how-to-create-a-business-website-uganda, with a monthly care plan at if you want it kept running.
  4. When your workflow needs something no ready-made tool handles, such as multi-site materials tracking tied to certified progress billing: a custom build, priced at .
  5. If a penalty, assessment, audit or deadline is already live: we are a URA-registered tax agent and can set up EFRIS and VAT, file, object and represent you. See efris-uganda-guide.

A one or two-person outfit doing occasional small jobs under the UGX 10 million line does not need a POS system yet. It needs a TIN, a trading licence, and a written record of what it bought and sold. Add EFRIS-capable tools once turnover, staff or contract size make that necessary.

Frequently asked questions

Do I need EFRIS as a construction business in Uganda?

Yes, if you are VAT-registered, or if your construction business is not VAT-registered but its annual turnover is UGX 10 million or more. Below UGX 10 million a year, EFRIS is voluntary, not compulsory.

What are the EFRIS requirements for construction specifically?

Construction is sector 5 on URA's list of 12 sectors required to issue EFRIS e-invoices or e-receipts since 1 July 2025, whether or not the business is VAT-registered. Engineers, architects and quantity surveyors sit in a separate sector, 10, Professional, Scientific and Technical Activities, under the same rule.

How do I complete EFRIS registration?

Log into the URA portal with your TIN and password, open the e-invoicing link, enter the one-time password URA sends you, choose first-time registration, pick e-invoicing, an EFD or both, then configure your goods or services before you issue anything. There is no URA charge to register.

What is the EFRIS penalty for a contractor who does not comply?

From 1 July 2026, failing to use EFRIS when required, or failing to issue an e-invoice or e-receipt, carries a penalty of double the tax due or UGX 200,000, whichever is higher.

Is there an EFRIS exemption for small construction businesses?

Yes. Under the 12-sector rule, a construction business with annual turnover below UGX 10 million does not have to issue e-invoices or e-receipts, though it may do so voluntarily. This exemption does not apply once a business is VAT-registered.

What is an EFRIS e-receipt, and do I issue one or an e-invoice?

An e-invoice is issued through EFRIS by a VAT-registered taxpayer; an e-receipt is issued by a taxpayer who is not VAT-registered. A construction business caught by the 12-sector rule but not VAT-registered issues e-receipts, not e-invoices.
