The short answer
Growth Informer Software Services builds custom software for businesses in Rwanda: business systems, customer platforms, loan management software and mobile apps that price in RWF, take payments through MTN MoMo and Airtel Money, and run in Kinyarwanda, English or French. We are a software company based in Kampala, Uganda, and we deliver remotely. Kampala runs on East Africa Time and Kigali on Central Africa Time, so we are one hour ahead and share almost all of your working day.
Software for Rwanda has three requirements a generic build ignores: sales invoices that must go through the Rwanda Revenue Authority's EBM system, personal data handled under Rwanda's data protection law, and mobile money takings that reconcile to the franc across MTN MoMo and Airtel Money. We settle all three in a written scope before we quote. The quote is fixed, you pay on a 50/25/25 plan, and you own the source code and the data at handover.
Custom software we build for Rwandan businesses
Most custom software in Kigali and across Rwanda does one of three jobs: running the business, running a loan book, or serving customers directly. Here is what each involves in Rwanda specifically.
Business management systems
For retailers, distributors, clinics, schools and service firms that have outgrown spreadsheets and WhatsApp groups.
- Sales, stock and purchasing across branches, with a daily close that matches cash, MTN MoMo and Airtel Money takings
- EBM invoicing built in: RRA requires anyone carrying out taxable activities, VAT-registered or not, to issue EBM invoices. A business with its own invoicing system connects through RRA's Virtual Sales Data Controller (VSDC), which RRA must approve for your business, so we build to RRA's specification and you apply for that approval
- Staff roles, so a cashier, a branch manager and the owner each see only what they should
- Reports in RWF that an owner can read on a phone
We run this kind of system ourselves. Growth Informer Business is our own live cloud POS, inventory and business platform.
Lending and loan management
For lenders who still track borrowers in Excel and lose hours to manual schedules and repayment follow-up. A loan management system for Rwanda usually covers borrower onboarding and documents, loan products with interest and fee rules, repayment schedules, mobile money disbursement and collection, arrears follow-up and portfolio reports. Small details decide whether staff trust it. Take a borrower's loan of RWF 200,000, an example size and not our price, split into 12 equal weekly principal instalments: each one comes to 16,666.67 francs, so the system needs a rounding rule you set, such as putting the leftover francs on the final instalment.
Check your licence position before you pay for a loan system. The National Bank of Rwanda (BNR) licenses non-deposit-taking lenders. New regulations for them were published in July 2026, and in August 2026 BNR announced a six-month suspension of licensing for new providers. If you are not licensed yet, confirm your route with BNR and a legal adviser first, because a loan system bought too early sits unused.
Our fintech proof is our own products rather than lender case studies. A loan system from us builds on the double-entry ledger we designed for Moyo Pay, our own wallet, so every disbursement, repayment and fee posts as a balanced pair of entries. The regulatory reports follow what your compliance adviser specifies.
Customer platforms and mobile apps
App development in Rwanda often means a customer app for booking, ordering, paying or checking a balance, running on the same system your staff use. We build Android and iOS apps on one shared backend, so a payment made in the app appears in head office reports straight away. If what you need is a company website rather than a system, our web design service for Rwanda is a smaller and faster project.
Mobile money and payment gateways in Rwanda
Customers in Rwanda expect to pay with MTN MoMo or Airtel Money, and hotels, tour operators and online sellers also need cards. The expensive failure is not a declined payment. It is money that arrived but was never matched to the right invoice, order or loan.
Choosing a payment route
- Paypack: a Rwandan, developer-focused gateway whose API collects from and pays out to MTN MoMo and Airtel Money, a practical fit when mobile money is all you collect
- Flutterwave: holds Electronic Money Issuer and remittance licences from the National Bank of Rwanda, and suits you when you want cards and mobile money in RWF under one account, or also sell outside Rwanda
- DPO Pay: accepts cards, MTN Mobile Money and Airtel Money in Rwanda, and is worth comparing when international card payments matter, for example in hotels, tours and online sales
- Direct with MTN: MTN Rwanda opened its MoMo API to third-party developers, which can pay off at high volume, but Airtel Money then needs its own onboarding and its own integration
Each provider runs its own business verification and sets its own fees, and opening the merchant account is your step. We compare the routes against your volumes and customers, then build and test the integration. Our payment gateway integration services page explains how we scope that work, and mobile money integration services covers MoMo-only projects.
What we build around every payment
- Payment requests held as pending until the provider confirms, so a customer who ignores the prompt is never marked as paid
- Callback handling that ignores duplicates, so one payment is never counted twice
- Amounts stored as whole Rwandan francs, so reports do not drift through decimal rounding
- A daily reconciliation report that matches the provider statement against your records
We follow the same discipline in Moyo Pay, our own dual-currency wallet on a double-entry ledger with Mobile Money and USSD, where every movement of money has a matching entry on both sides.
Languages, data rules and delivery from Kampala
Rwanda has four official languages: Kinyarwanda, English, French and, since 2017, Swahili. A field officer may work best in Kinyarwanda, head office may report in English, and a partner organisation may expect French. We build language support in from the first screen, so adding Swahili later is translation work, not a rebuild.
- Every label, SMS and receipt stored as translatable text rather than fixed in the code
- Each user chooses a language, and the choice stays with their account
- Reports and exports that show the same figures in whichever language is on screen
To be straight with you: we write interface text in English. Before launch, your team or a translator you trust checks the Kinyarwanda and French wording, because one wrong word on a payment screen or loan agreement costs more than the translation.
Where your data lives
Rwanda's data protection law, Law No 058/2021, requires organisations that process personal data to register with the National Cyber Security Authority (NCSA), and storing personal data outside Rwanda needs NCSA authorisation. That decides where your system is hosted, so we settle it in the scope: hosting in Rwanda, or a foreign cloud once your certificate covers it. Registering as the data controller is your step, and we supply the technical description of what the system stores and where.
How remote delivery works
We are based in Kampala, not Kigali, and we do not pretend otherwise. Updates come through WhatsApp and video calls, and you test each stage yourself before anything goes live for your staff or customers.
What software development costs in Rwanda
These are price guides for common projects, shown as a US dollar range for your region. Your final figure comes from a written scope. In Rwanda, what moves it most is the number of modules and user roles, whether sales must go through EBM, how many payment providers you connect and how many languages launch on day one.
| Project | Price guide | What it usually covers |
|---|---|---|
| Custom business system | Workflow modules, user roles and permissions, admin panel and reports in RWF | |
| POS and inventory system | Sales, stock across branches, receipts, an EBM invoicing connection, and cash and mobile money reconciliation | |
| Loan management system | Borrower records, loan products, repayment schedules, collections and portfolio reports | |
| Mobile app, one platform | An Android or iOS app connected to your system | |
| Mobile app, Android and iOS | Both apps on one shared backend | |
| Payment gateway integration | MTN MoMo and Airtel Money through Paypack, Flutterwave or DPO Pay, with callbacks and reconciliation |
Whatever the project, the quote is fixed before work starts and you pay on a 50/25/25 plan. If all you need for now is a website, read what a website costs in Rwanda first.
When custom software is the wrong choice
Custom software is not always the right call, and we would rather say so before taking a deposit. If one of these describes you, hold off.
- A single shop whose sales already go through EBM. If an existing POS or accounting app already issues your EBM invoices and matches your MoMo takings, pay the subscription. Custom starts to pay when you run several branches or a workflow the app cannot follow.
- A lending business without a licence yet. With new BNR licensing suspended, get your licence route clear before you commission a loan system.
- A process that changes every month. Agree on paper how the business works first, or you will pay to rebuild the same screens twice.
- No one to own it. Every system needs a person who makes decisions, tests new features and trains staff.
Custom pays for itself when no product handles your workflow well: lending rules specific to your loan products, MTN MoMo, Airtel Money and cash across several branches with an EBM invoice on every sale, or a customer app that is itself the business.
How a project with us runs
Here is the sequence from your first WhatsApp message to handover.
- Scope call: we walk through one real transaction end to end, from the customer's first contact to the money landing and the invoice going out, and write it up as modules, screens, user roles and payment flows
- Rwanda checklist: the scope names your payment provider, whether EBM applies, where the data is hosted and which languages launch first, so none of them surprises you mid-build
- Fixed quote: one price for that written scope, agreed before any work starts, paid on the 50/25/25 plan
- Build in stages: you test each stage on a working version with your own sample data
- Handover: the source code and your data are yours, with no lock-in to us
Our portfolio shows 37 live website and app builds. We also run our own products in production: Moyo Pay, our wallet; Growth Informer Business, our cloud POS and business platform; and Karibu, our travel SaaS.
Frequently asked questions
How much does custom software development cost in Rwanda?
A custom business system with us typically costs , a POS and inventory system , and a loan management system . The final figure depends on modules, user roles, EBM invoicing, payment integrations and languages. You get a fixed quote before work starts and pay on a 50/25/25 plan.
Can you connect our software to MTN MoMo and Airtel Money?
Yes. We connect through a gateway such as Paypack, Flutterwave or DPO Pay, or directly with MTN's MoMo API where volume justifies it, and we build pending payment handling and daily reconciliation around it. Opening the merchant account and completing the provider's business verification is your step, and we tell you what to prepare.
Can the system issue EBM invoices for the Rwanda Revenue Authority?
It can be built to. RRA requires anyone carrying out taxable activities, whether VAT-registered or not, to issue EBM invoices. A business with its own invoicing system connects through RRA's Virtual Sales Data Controller (VSDC), which RRA must approve. We build the connection to RRA's technical specification, and you apply to RRA for the approval.
Do you have an office in Rwanda?
No. Growth Informer Software Services is based in Kampala, Uganda, and works remotely over WhatsApp and video calls. Kampala is one hour ahead of Kigali, so our working days overlap. If your system holds personal data, we plan hosting around Rwanda's rule that storing it outside the country needs NCSA authorisation.
Can the software run in Kinyarwanda?
Yes. We build language support in from the start, so users can switch between Kinyarwanda, English and French, and Swahili can be added later without a rebuild. Before launch, your team or a translator you trust checks the Kinyarwanda and French wording.
