The short answer

Good Google Ads management for a small business means a tightly scoped account (exact and phrase match keywords, a growing negative keyword list, the right location setting), tracking on every call, form and WhatsApp message, a landing page that matches what the person searched, and a monthly report that shows cost per enquiry (what US owners call cost per lead) instead of clicks. We do this on a fixed quote with a monthly retainer. Nobody can honestly guarantee results, and we do not.

It suits owners in the US, UK and Europe who spend, or are about to spend, a few hundred to a few thousand a month. We are a US-based company with remote teams and senior engineers, and we have managed over USD 100k of client ad spend. If your offer, website or follow-up is not ready, we will say so and point you to search engine optimisation or a page fix first, because ads on a weak page just buy expensive visits.

Account setup that avoids waste

Most wasted budget in small accounts is decided in the first week of setup, not by later optimisation. This is what we put in place before a single pound, euro or dollar is spent.

Keywords and match types

We start with exact and phrase match on the searches that signal a buyer, such as the service plus your town or "near me", and keep broad match out until the account has recorded enough real enquiries to learn from. One caution: Google's exact match is no longer literal. It also shows your ad for close variants, meaning searches with the same meaning, including plurals, misspellings and reordered words. So exact match narrows the account but does not lock it, and the search terms report matters.

Negative keywords

We add negative keywords on day one: job seekers, free, DIY, courses, and anything outside your service. Then we read the search terms report every week and add more, because this is where small budgets leak. Each ad group covers one tight theme, so the ad and the page can say exactly what the searcher typed.

Location, budget and other settings

  • Google's default location option is "Presence or interest", which can show ads to people who only looked at your area. For a local service we usually choose "Presence", so the ads reach people who are in or regularly in your area. Expect fewer impressions, and that is fine.
  • Set the account currency and time zone correctly at the start. Google does not let you change either later on a normal serving account.
  • Set ad schedules around the hours someone can really answer the phone or WhatsApp.
  • Review the defaults Google switches on, because defaults are built to spend, not to protect your budget.
  • Treat the daily budget as an average, not a hard wall: Google can spend up to twice the daily budget on one day, but it will not bill more than about 30.4 times the daily budget in a month.
  • In Europe, plan campaigns per country and language rather than one account-wide campaign, so each ad and page speaks the searcher's language.

Tracking and landing pages: how you know it worked

If you cannot see which clicks became enquiries, you are guessing. We set up conversion tracking for the three ways small-business customers actually reach you: phone calls, web forms and WhatsApp messages. Calls can be counted from the ad itself and from your website. Forms and WhatsApp button clicks are recorded as conversions in the account.

Two honest caveats. First, a call counts as a conversion only if it lasts longer than a minimum length you set (60 seconds is a common default), so we set that to match what a real enquiry sounds like in your business. Second, a click on a WhatsApp button is not yet a conversation, and a form can be spam. So we ask you to tell us which enquiries were real and which became sales, and we check that against what Google reports.

If you have visitors from the EEA or the UK, tracking also has a privacy side. Google's EU user consent policy expects advertisers to pass consent signals from your cookie banner, and accounts that do not can lose conversion measurement for those visitors. Your cookie banner and tracking setup need to agree. Conversion tracking is its own piece of work, and we scope it in the quote.

Landing page match

The page the ad sends people to decides most of your results. It should repeat the promise in the ad, show one clear next step, load fast on a phone and make it easy to call, fill in a form or message you on WhatsApp. If your current page cannot do that, our landing page design service builds one per offer, and we will tell you if the fix should come before the ads.

What it costs and what you get each month

You pay two separate things: the ad spend that goes to Google, and our management fee. The table shows what our monthly retainer covers and what to check when you compare other agencies.

Google Ads management: what is included and what to compare
ItemGrowth InformerWhat to check elsewhere
Management retainer a month, scope set in a fixed quoteWhat is included, and how long you are tied in
Ad spendSeparate from our fee, with the budget agreed before anything runsWhether you can see every cost in your own account
Tracking and landing pageQuoted as fixed work before we start, on a 50/25/25 payment planWhether tracking is included or an add-on

The report is built around one number: what each real enquiry cost you. From it you can work out whether the ads pay, because you know your average sale value and how many enquiries become customers. A cost per enquiry that looks high can still be fine for a high-value service, and a cheap one is worthless if nobody buys.

When not to run Google Ads

We would rather tell you no than take a retainer that will not pay back. Hold off if any of these is true:

  • Few people search for what you sell. Ads need existing demand, so a new category may suit Meta ads better.
  • Your profit on a sale is smaller than what an enquiry is likely to cost in your market.
  • Nobody answers calls or WhatsApp within a few hours, so paid enquiries go cold.
  • Your website is slow, unclear or not mobile friendly. Fix it first; see what a small business website costs.
  • Your budget is too small to learn from in a competitive category, or you need sales within two weeks.

If you sell trips to travellers abroad, our page on Google Ads for tour operators goes deeper on that case.

How we work, and why we share what failed

We run our own campaigns, not only clients' ones, and when something fails we say so plainly rather than hide it. Ask us on the first call what has not worked for us and we will tell you. That is also why we are cautious about promises: Google Ads outcomes depend on your market, offer, page and follow-up, and we can control only part of that.

Growth Informer Software Services is a US-based company with remote teams around the world, including a team in Kampala, Uganda, and a US team member joins client video calls. Our Kampala team works East Africa Time (UTC+3), which overlaps the UK and European working day and the start of the US East Coast day. You get a fixed quote before work starts, a team that stays, and you own your data. We have 37 live website and app builds on our portfolio, so we can also fix the page, not just the ads.

Frequently asked questions

How much does Google Ads management cost for a small business?

Our monthly management retainer is , with the scope agreed in a fixed quote before work starts. Your ad spend is separate and paid to Google. Tracking or landing page work is quoted as fixed work if you need it.

How much ad budget do I need?

Enough to collect a meaningful number of clicks and enquiries each month, so the account can learn. A few hundred a month can work for a narrow local service. In an expensive, competitive category it may not, and we will say so before you spend.

How much should a small business spend on Google Ads each month?

There is no universal number. It depends on what one customer is worth, what a click costs in your trade and town, and whether tracking is in place. We start with a test budget you can afford to lose, report cost per enquiry monthly, and raise spend only when the numbers justify it.

Do you guarantee leads or sales?

No. Nobody can honestly guarantee Google Ads results. We control the setup, tracking, testing and reporting, and we show you the cost per enquiry every month so you can judge the numbers yourself.

Can you track calls and WhatsApp enquiries?

Yes. We record phone calls above a minimum length, web form submissions and WhatsApp button clicks as conversions. We also ask you to confirm which enquiries were real, because a click is not always a conversation.

Does the time difference matter if I am in the US or Europe?

Rarely. Our Kampala team works East Africa Time (UTC+3), which overlaps the UK and European working day and the start of the US East Coast day, and a US team member joins video calls.
