The short answer
Zero rated and exempt are opposite VAT treatments that both show 0 VAT on the sales invoice: a zero rated supply is still a taxable supply, taxed at 0 percent, so the supplier keeps claiming input tax on its own purchases, while an exempt supply sits outside VAT altogether, so the supplier charges no VAT and cannot claim any input tax on the costs behind it. Getting the two confused is exactly where it costs Ugandan businesses money.
Get this wrong and you either overclaim input VAT that URA will disallow, or underclaim input VAT you were entitled to. Standard-rated supplies sit at 18 percent, unchanged in the 2026 tax Acts and current as of September 2026, zero rated supplies sit at 0 percent with input tax intact, and exempt supplies carry no VAT and no input claim at all. See the table below for the specific Uganda examples URA and the VAT Act schedules confirm, and read vat-in-uganda-guide for how the whole VAT system fits together.
Zero rated supplies in Uganda: what it means for you
A zero rated supply is still a taxable supply, just taxed at 0 percent instead of 18 percent. That distinction matters more than the invoice line: because it is taxable, the business selling it stays inside the normal VAT mechanism and can claim input tax on the VAT it paid for stock, equipment, business premises costs and other purchases used to make that supply.
URA’s own guidance confirms these as zero rated, current as of September 2026:
- All exports of goods or services
- International transport of goods or passengers, and tickets for that transport
- Drugs, medicines and medical sundries manufactured in Uganda
- Cereals grown and milled in Uganda
A few more items, sanitary towels and tampons, educational materials, seeds and fertilisers, and leased aircraft parts, are commonly listed as zero rated in secondary summaries of the VAT Act’s Third Schedule. We could not confirm the exact current schedule wording for these in our own research, so treat them as likely correct and confirm the specific item with URA or a tax adviser before you rely on it for pricing or filing.
If you make a zero rated supply, keep claiming input tax exactly as a standard-rated business does. Use input-vat-claim-uganda for the mechanics of that claim, including the documents URA expects.
Exempt supplies in Uganda: what it means for you
An exempt supply sits outside the VAT system entirely. You do not charge VAT on it, you do not put it on your VAT return as an output, and critically, you cannot claim input tax on the purchases that went into making it. That last point is the one that catches businesses out: an exempt supplier’s VAT costs on rent, equipment, stock or services become a real, unrecoverable cost of doing business.
URA’s own guidance confirms these as exempt, current as of September 2026:
- Financial services, including banking and insurance intermediation
- Health and life insurance
- Educational services
- Medical and dental services
- Social welfare services
- Passenger transportation services
- Petroleum fuels, taxed instead through excise duty
Other items often described as exempt, unprocessed foodstuffs, agricultural inputs, livestock, and the sale or lease of land and residential buildings, come from secondary guides rather than a source we could confirm directly against the Act text in this research. We flag each one where it applies below and say plainly that URA should confirm it for your specific product.
If your business supplies only exempt goods or services, treat the input VAT you pay on your own costs as a plain cost of doing business, not something to plan around recovering. VAT registration and the input tax claim exist for taxable supplies (standard rated and zero rated); confirm your own registration position with URA if you are unsure whether it applies to you.
Zero rated vs exempt, side by side
Same 0 percent on the sales invoice, opposite effect on your input tax. This is the table to check before you price a job or file a return.
| Supply | Treatment | What it means for your input tax |
|---|---|---|
| Exported goods or services | Zero rated | 0% charged on the sale, input VAT on your costs stays fully claimable |
| International transport of goods or passengers | Zero rated | 0% charged, input VAT still claimable |
| Medicines and medical sundries made in Uganda | Zero rated | 0% charged, input VAT still claimable |
| Cereals grown and milled in Uganda | Zero rated | 0% charged, input VAT still claimable |
| Banking and insurance intermediation | Exempt | No VAT charged, no input VAT claim on related costs |
| Educational services | Exempt | No VAT charged, no input VAT claim |
| Medical and dental services | Exempt | No VAT charged, no input VAT claim |
| Passenger transportation services | Exempt | No VAT charged, no input VAT claim |
| Unprocessed food, and land or residential rent (unconfirmed, ask URA) | Likely exempt | No VAT charged and no input claim, if URA confirms |
| Most other goods and services: retail, consulting, software, restaurants | Standard rated | 18% charged, input VAT on your own costs is fully claimable |
Read the row for your product carefully. Two supplies can look identical on the shelf and sit in different rows, for example raw grain versus milled and packaged cereal, or a fresh vegetable versus a processed food product.
Is rent VAT exempt in Uganda?
Our research found the sale or lease of land and residential buildings listed as exempt in a 2026 practical tax guide, but we could not confirm the exact wording against the VAT Act schedule itself in this research round, and no URA primary source confirmed it directly. Treat this as our reading, not a ruling: if the VAT treatment of a specific lease matters to a deal, confirm it with URA or a tax adviser before you price it.
Two things are separate and both confirmed. First, rental income tax itself, the tax a landlord pays on rental profit, is not VAT: it is unchanged at 12 percent for an individual landlord on chargeable rental income above UGX 2,820,000 a year, and 30 percent for a company landlord, with expense deductions capped at 50 percent of rental income for non-individual landlords. Second, individual landlords can now choose to file that rental income tax monthly instead of only quarterly, from 1 July 2026. Neither of those is VAT, and neither answers the VAT question on its own.
If you run a business from rented commercial premises, the safer working assumption until URA confirms otherwise is that your own sales, the goods or services you sell from that space, follow their own VAT treatment regardless of what you assume about the rent itself.
VAT on food in Uganda
Food in Uganda splits across more than one VAT treatment, which is exactly why "is there VAT on food" does not have one answer.
- Cereals grown and milled in Uganda are zero rated: 0 percent VAT charged, and the miller can still claim input tax on its costs. This one is confirmed directly by URA’s own guidance.
- Unprocessed foodstuffs, fresh fruit, vegetables, grains and milk, are commonly described as exempt: no VAT charged, no input tax claim. We found this in a 2026 practical guide but could not confirm the exact Act wording, so confirm the specific product with URA before you rely on it.
- A processed, packaged or restaurant-prepared food product, for example a branded snack, bottled juice or a cooked meal sold in a restaurant, is ordinarily standard rated at 18 percent with normal input tax rules, unless a specific schedule item says otherwise.
If you run a shop, restaurant or food processing business, do not assume one VAT treatment across your whole till. Check each product line, especially where you buy an unprocessed input and sell a processed output, since the treatment can change between the two.
Mixed supplies: when you sell both, and how apportionment works
Many real businesses are not purely one or the other. A shop might sell zero rated exported goods alongside standard-rated local retail. A landlord might have exempt residential units and a standard-rated commercial unit in the same building. A clinic might provide exempt medical services and sell standard-rated retail items from the same counter.
The general rule from URA’s own guidance is easy to state and harder to apply: you can only claim input VAT on the portion of your costs used to make taxable supplies, standard rated or zero rated. Input VAT tied only to your exempt supplies cannot be claimed at all, and input VAT on a shared cost, rent, electricity or a shared delivery vehicle, has to be apportioned between the taxable and exempt use.
Here is where we have to be plain: our research did not find an exact VAT Act formula or fixed percentage method for that apportionment, for example a fixed taxable-turnover ratio. Different businesses may reasonably use different methods, and URA can query one it disagrees with. Do not adopt a specific apportionment formula on the strength of this page. Ask URA or a tax adviser to confirm the method for your business before you use it on a return, and keep a clear working paper showing how you calculated it, in case URA asks later.
Use input-vat-claim-uganda for the wider input tax rules, including the documents and timing URA expects, and vat-calculator-uganda to work the numbers on a standard-rated sale once you know which of your supplies qualify.
If URA has queried your VAT treatment, and how to check a product yourself
If URA has already queried why you charged VAT on a supply you treated as exempt, or why you did not charge VAT on one that turned out to be standard rated, the deadline matters more than the argument. An assessment or query from URA usually states its own response deadline on the notice itself, read that date first. Do not sit on it while you research the schedule; a missed deadline can turn a disagreement into a default assessment. Gather the specific invoices in question, the exact product or service description, and your EFRIS records for that period, then either respond by the stated deadline or file a formal objection within the time the notice allows.
To check a specific product or service yourself before a query ever lands: match its exact description, not just its general category, against the lists on this page, check whether the VAT Act schedule uses narrower wording than you expect (raw versus processed, manufactured in Uganda versus imported, residential versus commercial), and where this page says a rule is unconfirmed, treat that as your cue to call URA or a tax adviser rather than guess. Getting the invoice wrong here is what creates the EFRIS mismatches and disputes covered in vat-and-efris-disputes-uganda.
This page explains the general rules; it is not a ruling on your specific product, and it is not tax or legal advice. For a binding answer, ask URA or a licensed tax adviser. Growth Informer Software Services is registered with URA as a tax agent and can review your VAT treatment, set up EFRIS on your own systems, or represent you if a query has already landed, alongside efris-uganda-guide for how EFRIS fits your VAT records and uganda-tax-changes-2026 for the other 2026 changes affecting VAT-registered businesses.
Frequently asked questions
What are zero rated supplies in Uganda?
A zero rated supply is taxed at 0 percent VAT instead of the standard 18 percent, but it is still a taxable supply, so the seller can still claim input VAT on the costs behind it. Confirmed examples include exports, international transport, medicines and medical sundries made in Uganda, and cereals grown and milled in Uganda.
What are VAT exempt supplies in Uganda?
An exempt supply has no VAT charged on it, and the seller cannot claim any input VAT on the purchases used to make it. Confirmed examples include financial services, health and life insurance, educational services, medical and dental services, social welfare services, passenger transportation and petroleum fuels.
What is the difference between exempt and zero rated supplies?
Both show 0 VAT on the invoice, but a zero rated supply is taxable at 0 percent so the seller keeps claiming input VAT on its costs, while an exempt supply is outside VAT altogether so the seller cannot claim any input VAT at all. That is the whole difference, and it changes what a business actually recovers.
Is rent VAT exempt in Uganda?
A 2026 practical guide lists the sale or lease of land and residential buildings as exempt, but we could not confirm the exact VAT Act wording directly, and no URA primary source confirmed it in our research. Treat this as our reading, not a ruling, and confirm a specific lease with URA or a tax adviser before you price it. Rental income tax itself, a separate tax from VAT, is unchanged at 12 percent for individual landlords and 30 percent for company landlords.
Is VAT charged on food in Uganda?
It depends on the product. Cereals grown and milled in Uganda are confirmed zero rated, meaning 0 percent VAT with input tax still claimable. Unprocessed foodstuffs such as fresh fruit, vegetables and milk are commonly described as exempt, no VAT and no input claim, though we could not confirm this against the Act text directly. A processed or restaurant-prepared food product is normally standard rated at 18 percent.
Can I claim input VAT on purchases used for an exempt supply?
No. Input VAT relating to an exempt supply cannot be claimed at all. If a purchase supports both taxable and exempt supplies, only the portion used for the taxable side can be claimed, and URA has not published an exact apportionment formula in the sources we checked, so confirm your method with URA or a tax adviser.
