The short answer
A business consultancy firm in Uganda helps an owner or board make a decision and carry it out: a growth plan, a cost review, a new system or a tax set-up. Which firm you need depends on the job, because four kinds of work are licensed: preparing or filing your tax matters for a fee needs a URA-registered tax agent, accountancy and audit need an ICPAU Certificate of Practice, legal advice needs an enrolled advocate with a current practising certificate, and advice on shares or bonds needs a Capital Markets Authority licence.
Growth Informer Software Services covers strategy and growth plans, operations and cost reviews, systems and process design, financial models, and tax and compliance work as a URA-registered tax agent, and our software side can build the system the plan calls for. We are building the consultancy practice now and say so plainly: we have no past consultancy clients to name. What you can check is our 37 live website and app builds, our own products in daily use, and our tax agent registration, which URA will confirm.
Which parts of consultancy work are licensed
General advisory work needs no special permit that our research could find, but four kinds of work are reserved by law. Paying someone outside these lines is how owners pay twice: once for the work, and again when it is rejected or a deadline is missed.
| The job | Who may lawfully do it | Check before you pay |
|---|---|---|
| A growth plan, cost review, process design or financial model | Any registered firm. Our research found no licence specific to general business consultancy, but that is an absence of evidence, so confirm your activity on the Uganda Business Licensing portal | URSB registration, the named people doing the work, a written scope |
| Preparing or filing your tax matters, objections included, for a fee | A tax agent approved and registered by URA's Tax Agents Registration Committee | The certificate of registration, confirmed with URA |
| Keeping books or preparing accounts for a fee | A holder of an ICPAU Certificate of Practice | The name on the register ICPAU publishes each year |
| An audit or other assurance opinion | Only the full ICPAU Certificate of Practice; the narrower certificate excludes audit and assurance | Which of the two certificates the firm holds |
| A contract, a legal opinion or a court case | An enrolled advocate with a practising certificate, which runs to 31 December and must be renewed | This year's practising certificate |
| Advice on buying, selling or holding shares, bonds or unit trusts | An investment adviser licensed by the Capital Markets Authority | The CMA licence itself, not a title on a business card |
| A UIA investment licence | Only Uganda Investment Authority issues it, and its facilitation services are mostly free | That you are paying for preparation, never for a promised licence |
Three traps that cost owners money
Paying an agent without knowing the official fee
A TIN from URA is free. Registering a business name with URSB costs about UGX 90,000 in official fees (UGX 35,000 to reserve the name and UGX 55,000 to register it), yet owners report paying agents anywhere from about UGX 600,000 to several million shillings for the same registration. Paying for help is fine. Paying without knowing what the government charges is not.
Handing a URA assessment to someone who cannot object for you
If an assessment has already arrived, the clock is running: an objection must be lodged within 45 days of receiving the notice, with a letter stating the grounds and all the supporting evidence, and the burden of proof sits with you, not URA. Today, write down the date you received the notice, then gather the returns it covers, your sales and purchase records and your bank statements for the same period. Take all of it to a URA-registered tax agent. We are one: we file, object and represent, and we quote after seeing the notice. See tax-agent-services-uganda.
Paying for a promise nobody can keep
A licence is decided by the regulator, a tender by the procuring entity, a loan by the bank and a return by the market. A consultant who guarantees any of them is selling something they do not control. What a consultant can promise is the work itself: a complete file, a model that adds up, a system that runs, delivered by a date.
Do you need a consultant yet?
Most small businesses do not, and we would rather say so than sell you a report. Here is what pays at each stage, free steps first.
| Where the business is | What pays first | When a consultant earns the fee |
|---|---|---|
| A stall or kiosk started on about UGX 500,000 | A daily record of sales and costs, business money kept apart from home money, and a free WhatsApp Business account | Not yet. Spend nothing on a consultant or a website. |
| A registered shop with stock and staff | Registration (about UGX 90,000 for a business name; the TIN is free), a trading licence (a Kampala retailer pays UGX 31,500 to 210,000 a year depending on the area grade), and a till system, such as our Growth Informer Business, that records every sale, the stock and the daily cash-up | Only for a named problem: a cost leak you cannot find, or a letter from URA. |
| Turnover heading past UGX 150 million a year, or several branches | Knowing the tax lines: presumptive tax covers turnover up to UGX 150 million, and VAT registration applies from UGX 300 million a year from 1 July 2026 | Yes, for the tax set-up and a cost review, if the saving is bigger than the fee. We will tell you when it is not. |
| Borrowing, raising capital or facing a board decision | Twelve months of records in order | Yes. A feasibility study, a financial model or a written plan is the core consultancy job. |

What business consultancy from GISS covers
- Strategy and growth plans: a written plan tied to the decision in front of you and to your own numbers, not a template.
- Operations and cost reviews: where money and time leak in the business as it runs today, ranked by what each fix is worth.
- Systems and process design: the workflow the plan needs, mapped before anyone writes a line of code.
- Financial models: the figures a lender, investor or board asks to see.
- Tax and compliance: EFRIS, VAT and PAYE set up correctly from the start, and filing, objections and representation when a notice lands, as a URA-registered tax agent.
- Building the system: when no ready-made tool fits, our software side builds it, which most advisory firms cannot.

What a scoping call turns into
The first meeting is free and comes before any number is quoted. Its job is to find the smallest piece of work that settles your decision.
| What you need | What we deliver | What we plan for |
|---|---|---|
| A growth or expansion plan | A written plan tied to your own numbers: the decision, the risks, and the first steps in order | 2 to 4 weeks after scoping |
| A cost or operations review | A findings report ranking where money and time leak, with fixes ordered by effort and value | 1 to 3 weeks |
| A workflow no ready-made tool handles | A process map and a system design brief, then a build only if you decide to go ahead | Design in 1 to 2 weeks; any build quoted separately |
| A URA notice or a tax set-up | Registration, filing, or an objection lodged and followed up, as a URA-registered tax agent | Set by the notice: an objection is due within 45 days of receiving it |
The lengths are our planning ranges, confirmed in the written quote for your job. How we price: every engagement gets a fixed quote after the first meeting, because a cost review for a five-person shop and a plan for a multi-branch business are different jobs. If the plan leads to software, the build is a separate decision, and custom systems typically run . Tax work is quoted after we have seen the notice or the records.
Ten checks before you sign with any consultancy firm
- Is the firm registered with URSB? Ask for the certificate.
- Who, by name, will do the work, and can you see their CVs?
- What exactly will you receive, and by what date: a report, a financial model, a working system?
- Is the fee fixed before work starts, and is it written down what happens if the scope changes?
- Can the firm show work you can check yourself, such as a live system or a public registration, not only a slide deck?
- If tax is involved, can it show a URA tax agent certificate of registration?
- If accounts or an audit are involved, is it on ICPAU's register, and with which certificate?
- Does it promise a licence, a tender, a loan or a return? If so, walk away.
- Will it work with your advocate on any contract, rather than write legal opinions itself?
- Who owns the model, the data and any system at the end?
Put us through the same ten.
What to send us, and what happens in the first meeting
Send on WhatsApp to +256 702 946 946:
- The decision in one sentence, for example "open a second branch in Mbarara or not".
- Whatever numbers you have: the last 12 months of sales and costs, a till report or bank statements. Rough is fine, and gaps tell us something too.
- The date that matters: a board meeting, a lender's deadline, or the date you received a URA notice.
- Any document in play: a URA letter, a bank term sheet, a tender notice.
In the first meeting we restate the decision and the deadline, check which records exist, and tell you plainly whether you need a consultant at all, or a free tool, an ICPAU-licensed firm or your advocate instead. If the job is ours, you then get a written scope: the deliverables, the named people doing the work, the dates and a fixed fee. Nothing starts until you agree it.
What we do not do
- We do not advise on shares, bonds, unit trusts or investment returns, and we are not investment advisers. That needs a Capital Markets Authority licence we do not hold. We offer business consultancy, market entry support and investment facilitation.
- We do not give legal advice or draft legal opinions. We work alongside your own advocate.
- We never guarantee a licence, a tender, funding or a return.
Frequently asked questions
What do business consultancy firms in Uganda do?
They help an owner or board make a decision and carry it out: growth plans, cost and operations reviews, process design, financial models and tax set-up. Growth Informer Software Services does all of these and can also build the system a plan calls for, which most advisory firms cannot.
Do business consultants in Uganda need a licence?
We found no licence specific to general business consultancy, but that is an absence of evidence, so confirm it on the Uganda Business Licensing portal. The firm itself needs URSB registration, a TIN and a trading licence. Four jobs are licensed: tax agency through URA, accountancy and audit through ICPAU, legal work through an advocate's practising certificate, and advice on securities through the Capital Markets Authority.
How much does business consultancy cost in Uganda?
There is no published market rate. We give a fixed quote after a free first meeting, agreed before any work starts. If the plan leads to a custom system, the build is quoted separately and typically runs .
How do I check that a tax consultant is genuine?
Anyone who prepares or files tax matters for others for a fee must be approved and registered by URA's Tax Agents Registration Committee and hold a certificate of registration. Ask to see it and confirm it with URA before you hand over a notice or your records.
I have received a URA assessment. What should I do first?
Note the date you received it, because an objection must be lodged within 45 days. Gather the returns it covers, your sales and purchase records and your bank statements for the period, since the burden of proof is on you. Then take the notice to a URA-registered tax agent. We are one, and we quote after seeing it.
Can a business consultancy firm guarantee a licence or a tender win?
No honest one can. A licence, a tender award, funding or a return is decided by a regulator, a procuring entity, a bank or the market, not by a consultant. Treat any guarantee as a warning sign.
Is Growth Informer Software Services registered to give investment advice?
No. Advising on securities, shares or investment returns needs a Capital Markets Authority licence, which we do not hold. We offer business consultancy, market entry support and investment facilitation instead, and say so plainly.
